OVERVIEW

In 2015, a significant number of refugees and migrants made the journey across the Mediterranean Sea risking their lives to reach Europe. More than one million people arrived on unseaworthy boats last year while the number of those arriving in 2016 significantly decreased after March. As of 30 September 2016, some 303,838 people had crossed the Mediterranean Sea to Europe. Of those reaching European shores so far this year, 61% were nationals of the world’s top 10 refugee-producing countries.

MAIN TRENDS

Key findings

Anticipated scope and scale

  • More than 173,500 migrants have reached Italy so far in 2016, around 29,000 more than in the same period last year. While migrant flows are expected to continue, the rate is likely to fall in winter.

  • The estimated number of deaths on the Central Mediterranean route has grown disproportionately, to over 4,200 people this year compared to less than 2,900 at the same point in 2015. It is unknown how many people die on their journey though Africa

Executive summary

  • There is a clear need to increase the efficacy of Early Warning Systems (EWS) in the Greater Horn of Africa (GHA), to reduce the impact of flooding events on the lives and livelihoods of people living in that region. In particular, EWS must reach the so-called ‘last-mile’; highly vulnerable communities based in remote and rural areas with a low inherent resilience to disasters

Highlights

  • Significant funding shortfalls continue to threaten WFP’s ability to maintain assistance to refugees and vulnerable populations in drought-affected and urban areas. New funding is urgently required to avert possible breaks in cash-based transfers for refugees in January 2017.
