The context

The Republic of Djibouti occupies a strategic position in the East and Horn of Africa region. It borders Eritrea, Ethiopia and Somalia and opens onto the Red Sea and the Gulf of Aden. The country is politically stable and constitutes an island of peace and protection in a region marred by recurrent conflicts. Djibouti is also a hub for international naval forces combating piracy in one of the world’s busiest shipping routes stretching from the Gulf of Aden to the Indian Ocean.

Egypt

Towards Egypt:

Israel reported that 36 iregular migrants had been intercepted trying to enter Israel from its southern border with Egypt in 2013 in comparison to over 10,000 intercepted in 2012, 17,000 in 2011 and nearly 15,000 in 2010. Mass migrant/asylum seeker protests were reported in December 2013 and January 2014 bemoaning a 1 year detention law and agitating for the adjudication of asylum and protection claims by migrants/asylum seekers.

  • IOM continues to face a funding gap to assist the Ethiopians repatriated from Saudi Arabia. Some 144,507 people were so far repatriated, nearly a fivefold increase on the 30,000 people initially expected to return.

  • An estimated 40,000 Kenyans crossed into Ethiopia’s Moyale woredas , fleeing inter-communal conflict in northern Kenya. An Incident Command Post (ICP), led by the DR MFSS, was established to co ordinate the humanitarian response.

UNHCR releases data for first half 2013 showing sharp rise in forced displacement

UNHCR warned today in a report that 2013 was on track for some of the highest levels of forced displacement ever seen by the agency, due to unusually large numbers of new refugees and internally displaced people. The report said 5.9 million people were forced to flee their homes in the first six months of the year, compared with 7.6 million for all of 2012. The biggest producer of new displacement was Syria.

In Syria, government military aircraft targeted rebel-held districts in the northern city of Aleppo, killing at least 15 people according to opposition activists. In parallel, Damascus announced that it had retaken control of the key Damascus – Homs supply highway after gaining ground in the battle for the strategic Qalamoun region. London and Washington decided to suspend all non-lethal assistance to the Syrian opposition fearing that military equipment may fall under the control of Islamic radical groups.

The ICRC has resumed its regular visits to federal prisons and expanded its activities in regional prisons in Oromia, Amhara, Harari, Tigray and Afar.

The aim of prison visits is to improve conditions of detention for the people detained, ensure humane treatment, and put detainees in contact with their families. The findings of the visits are shared exclusively with the authorities concerned on a confidential basis.

Ethiopia Received over 5,000 New Refugees

Five thousand one hundred and ninety three new refugees were registered in Ethiopia in the last two months and this brings to 427,077 the total number of refugees Ethiopia hosted by 30 November 2013. Nearly half (2,496) of the new arrivals came from Eritrea while the rest represent newcomers from Somalia, Sudan and South Sudan combined.

December 13, 2013 (ADDIS ABABA) - The United Nations refugee agency said on Friday that it is planning to resettle over 3,800 refugees in Ethiopia to a third country.

This follows record submissions for resettlement at the Tongo, Barahle and Bokolmanyo refugee camps, where resettlement has not not been previously conducted.

In Syria, the conflict has been going on for over 1,000 days, and to date, the war has displaced 6.5 million people internally and forced 2.3 million to cross into neighbouring countries. Meanwhile, Washington indicated that it has been in talks with Islamist opposition factions non-linked to Al-Qaeda, in order to push for a negotiated settlement to the crisis.

Addis Ababa December 3/2013 Administration for Refugees and Returnees Affairs said over 100,000 additional refuges are expected to enter into the country in 2014. Administration Deputy Director Ayalew Awoke told ENA that 200 million USD is needed in a bid to provide basic services for the refugees excluding food. Ethiopia is now hosting 430,000 refugees from Eritrea, Somalia, Sudan and South Sudan at refugee camps in Tigray, Benuishangul Gumuz, Afar and Somali states. He said 8,000 refugees in average are entering into the country per month, he said.

In Syria, the Syrian Observatory for Human Rights reported that an estimated 126,000 people have died during the conflict, more than a third of them civilians. Meanwhile, Turkey and Iran, which support opposing sides within the crisis, jointly called for a ceasefire before the beginning of the peace talks, set for 22 January in Geneva.
