2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

By altering the levels of future global greenhouse gas emissions and/or the levels of adaptation, you can see how vulnerability to food insecurity changes over time, and compare and contrast these different future scenarios with each other and the present day.

Globally, millions of vulnerable people are experiencing increased hunger and poverty due to droughts, floods, storms and extreme temperature fluctuations as a result of a climatic occurrence: El Niño.

The 2015/2016 occurrence is one of the most severe in a half-century and the strongest El Niño since 1997/1998. The negative consequences of El Niño are foreseen to continue through 2017, particularly in Southern Africa where this event has followed multiple droughts compounding the already fragile situation.

Background and purpose

Staples contribute 40 - 80% of energy intake for the most vulnerable population groups in developing countries. Therefore, even a small increase in staple food prices has a high impact on overall food consumption, especially when the food basket is composed of very few staples.

The bulletin covers 60 countries over the period July to September 2009 .

- World cereal production in 2008 is forecast to increase 4.9 percent to a record 2 232 million tonnes, considerably up from earlier predictions after better than expected results from the major harvests gathered in the past two months.

- Based on the latest production forecast, a significant improvement in the global supply and demand balance for cereals in the 2008/09 season can be expected.

- World cereal production in 2008 is forecast to increase 2.6 percent to a record 2 164 million tonnes. The bulk of the increase is expected to be in wheat following significant expansion in plantings in major producing countries. Coarse grains output is tentatively forecast to remain around the bumper level of last year. Rice production is foreseen to increase slightly reflecting production incentives in several Asian countries.
