On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.

2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

Switzerland - IOM is reporting today (16/12) 7,189 migrants and refugees have died or remain missing on world migratory routes. This is the highest yearly number IOM has ever recorded, and represents an average of 20 deaths per day, suggesting the deaths of another 200-300 men, women and children well may be recorded worldwide before 2016 comes to an end.

Highlights

· FAO’s global cereal price index continued to fall in Q2-2015, down 19 percent year-on-year.

· The real price of wheat dropped a further 9 percent over the last quarter. Prices are 33 percent lower than in Q2-2014, thanks to increased global supply and lower consumption.

· The real price of maize has fallen by 3 percent since Q1-2015 and is 21 percent lower than inQ2-2014. However, global production for 2015/16 is set to be lower and thus prices are likely to rise.

Start of season remains slow in parts of West Africa, abnormal dryness continues in Central America and Haiti

  1. A delayed onset of the rainy season, followed by poorly-distributed rainfall, has led to abnormal dryness across southern Burkina Faso, the northern parts of Ghana, Togo, and Benin, and north-central Nigeria. The lack of rainfall over the past five weeks has delayed planting and negatively affected cropping activities over many local areas of the region.

Global Highlights

  • In Q1-2015, FAO’s global cereal price index fell a further 13 percent year-on-year. It is now 5 percent lower than in Q4-2014.

  • Real prices of wheat have fallen by 10 percent over the last quarter. Prices are 20 percent lower than in Q1-2014 and at their lowest levels since mid-2010, thanks to large supplies, favourable production forecasts and strong export competition.

An earthquake with magnitude 5.6 has hit South Khorasan province in Iran, killing at least eight people and injuring 12. As of 6 December, no further information on the impact is available. Typhoon Bopha has made landfall in the southern Philippines on 4 December, carrying winds of up to 160 kilometres an hour. More than 294,000 people have been affected in seven provinces, according to Government estimates. Severe rains have affected at least 6,500 people in Panama, prompting the Government of Panama to declare a state of emergency for the regions of La Chorrera, Capira and Colón.

Storm Bopha is heading toward southern Philippines as thousands of people are evacuating in high-risk areas. The storm is expected to intensify to a typhoon and will make landfall in Northern Mindanao late on Tuesday night. Severe rains have affected at least 6,500 people in Panama prompting the Government of Panama to declare a state of emergency for the regions of La Chorrera, Capira and Colón.

The situation in Syria continues to deteriorate, with heavy fighting in Damascus, Homs, Aleppo, Deir al-Zor, Deraa as well as Idlib and Hama provinces.

United Nations humanitarian officials say they are hopeful of raising hundreds of millions from donors for the fund set up to ensure rapid and reliable assistance for people caught up in disasters or conflicts.

The annual pledging conference for the Central Emergency Response Fund (CERF), launched in 2006, will be held tomorrow at UN Headquarters in New York, with donors being asked to meet a target of $450 million.

At its 5th meeting in copenhagen in november 2008, the GFDrr consultative Group asked the secretariat to focus on a select group of priority countries to achieve increased impact. in GFDrr’s Track ii, Mainstreaming Disaster risk reduction in Development, this lead to a prioritization of operations in 20 core countries, including Burkina Faso, Djibouti, Ethiopia, Ghana, Haiti, indonesia, Kyrgyz Republic, Madagascar, Malawi, Mali, Marshall islands, Mozambique, Nepal, Panama, Papua New Guinea, Senegal, Solomon islands, Togo, vietnam, and Republic of Yemen.

2008 was a year of major humanitarian challenges. Natural disasters such as Cyclone Nargis in Myanmar, the devastating earthquake in China, flooding in India and Brazil or the hurricanes in the Caribbean once again highlighted the dangers of the unbridled forces of nature. In the complex political crises in Africa, as well as in Afghanistan and Iraq, unresolved conflicts made it impossible to improve the precarious humanitarian situation of people living there.

I. Introduction

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.

Introduction

UNHCR's Global Appeal is published yearly to alert governmental and private sector donors, Executive Committee (ExCom) members and Standing Committee observers, Governments and their Permanent Missions in Geneva, the UN Secretariat, UN agencies, intergovernmental agencies, NGOs, regional organizations and other institutions and interested individuals to the plight of millions of refugees and others of concern to UNHCR.
