HIGHLIGHTS

  • UNHCR distributes Non-Food Items to IDPs in remote Upper Nile. In Upper Nile’s Malual, Warweng payams, Longochuk and Guel Guk counties, UNHCR partners ADRA and ACTED distributed NFIs to 3,097 IDPs. Items included mosquito nets, plastic sheets, jerry can, kitchen sets, soap, and blankets. The humanitarian assistance has been carried out following the UNHCR-led interagency mission conducted in late November.

Highlights

  • Nearly 4,000 refugees relocate from Yida to Pamir camp: In Pamir refugee camp, as of 30 November, UNHCR relocated 2,332 refugees from Yida to Pamir including 2,185 refugees previously settled in Yida settlement. Cumulatively, 3,766 refugees have been relocated from Yida to Pamir, including 3,386 individuals previously settled in Yida settlement since opening its opening in September. The total population of Pamir camp now stands at 3,788 individuals (869 households).

I. Introduction

1. The present report is submitted pursuant to paragraph 18 of Security Council resolution 2304 (2016), in which the Council requested me to present, within 90 days, recommendations on the steps to adapt the United Nations Mission in South Sudan (UNMISS) to the situation on the ground and to increase the efficiency of the implementation of its mandate, including with respect to strengthening the safety and security of United Nations personnel and facilities.

HIGHLIGHTS

  • In the first half of October, close to 50,000 South Sudanese arrivals have sought asylum in countries in the region. Over 320,000 new arrivals have been recorded since 8 July, 2016. Uganda continues to receive the highest number of new arrivals, followed by Ethiopia and Democratic Republic of Congo.

  • UNHCR financial requirements for the South Sudan situation remain only 24% funded. In multiple locations, ongoing assistance has been put on hold to redirect resources and ensure life-saving assistance to the new arrivals.

It presents a four-month trend analysis from June to September 2016 and a humanitarian outlook from October to December 2016. It is the fifth report in the series and updates the previous scenario report which was published in April 2016.

HIGHLIGHTS

  • September has recorded the highest monthly arrivals of South Sudanese refugees in 2016. Over a quarter of a million refugees have fled South Sudan since 8 July, including 190,014 into Uganda, where the rate of arrival has increased compared to July and August. Increasing numbers of refugees are also fleeing to Ethiopia and Democratic Republic of Congo.
