Executive summary

This report provides United Nations Security Council (UNSC) members with an overview of the numbers of people in acute need of emergency food, nutrition and livelihood assistance in 22 countries/territories affected by conflict. It analyses the factors driving food insecurity and examines if those factors are a consequence of conflict and/or if they are driving further tension.

This phenomenon is not an individual weather event but a climate pattern which occurs every two to seven years and lasts 9-12 months. The 2015/2016 occurrence is one of the most severe in a half-century and the strongest El Niño since 1997/1998 which killed some 21,000 people and caused damage to infrastructure worth US$ 36 billion.

The on-going El Niño event, officially declared in March, will remain active throughout 2015 and is very likely to extend into the first quarter of 2016.

The event is now strengthening towards its peak intensity which should be reached in late 2015. There is a significant chance that this event could be close or even exceed the strongest levels on record.

Foreword

Hunger in the world is projected to reach an historic high in 2009, with 1.02 billion people going hungry every day-an increase of nearly 100 million people. The United Nations' World Food Programme is working to extend food assistance to 108 million among the poorest people in 74 countries. WFP is deeply concerned by the growing impact of the world's financial crisis on the poorest part of the world, which is causing lower incomes, increased unemployment, lower remittances and higher levels of poverty.
