  • Humanitarian crisis in the Democratic Republic of the Congo
  • Cholera in Zambia
  • Listeriosis in South Africa

For each of these events, a brief description followed by public health measures implemented and an interpretation of the situation is provided.

Sahel

· Severe and seasonal rainfall deficits remain across many areas of the Sahelian region, in particular Senegal, Mauritania, northern Nigeria and eastern Niger.

· Serious impacts on agricultural production in Senegal and Mauritania can be expected. Perspectives are also unfavourable in eastern Niger and NE Nigeria.

Eastern region (Sudan, Ethiopia)

· Rainfall in September was favourable across the region. This trend has continued through October with wetter than average conditions.

  • Torrential rains continued across much of saturated and flood-affected South Sudan.

  • Bi-modal regions of the Gulf of Guinea observed a second week of below-average rain.

1) As the rainfall season ends across Senegal and harvesting begins, impacts from poorly distributed rains during the summer months and a delayed onset to the rainfall season in July which resulted in deteriorated conditions could impact crop yields.

  • Above-average rains observed over the Sahel during the past week.
  • Slightly reduced rains recorded in Sudan during the past observation period.

1) Below-average rains during the Belg season and a late onset of the Kiremt rains have led to persistent moisture deficits, which have delayed planting and negatively affected the development of already-planted crops over the Arsi and West Arsi zones in central Oromia of central Ethiopia.

1) Above-average rain during the past thirty-days has resulted in saturated grounds and localized flooding in parts of South Sudan and southern Sudan. With above-average rain forecast during the next week, the risk for localized flash flooding is elevated.

  • Heavy rain reduces long-term rainfall deficits in far western West Africa.

South Sudan: Ethnic violence which erupted in mid-December continues, with heavy fighting reported in the states of Jonglei and Unity, and sporadic clashes reported in Upper Nile and Central Equatoria. While numbers cannot be verified due to limited access, thousands of people have been killed or injured and reports indicate that civilians are being targeted in attacks, forcing an estimated 400,000 to flee, mostly internally.

1) Heavy rains have resulted in fatalities and massive destruction in South Darfur, the northern Bahr el Ghazal, Warrap, and Jonglei states of South Sudan. Flooding potential remains as heavy rains are forecast during the next week.

2) Heavy downpours left one dead in the Gambia during the past week. Heavy rains have persisted, exacerbating Cholera outbreak across Sierra Leone and Guinea. Concerns for flooding and Cholera spreading remain as heavy rains are again forecasted.

The General Assembly today, acting on the recommendations of its Fifth Committee (Administrative and Budgetary), adopted a peacekeeping budget of just more than $7 billion for the period 1 July 2012 to 30 June 2013.

The funding approved today — for 14 peacekeeping missions, the Logistics Base in Brindisi and the peacekeeping support account — is broken down as follows:

The Fifth Committee today concluded its second resumed substantive session by recommending financial arrangements for 14 United Nations peacekeeping operations, which, once endorsed by the General Assembly, would total slightly more than $7 billion.
