2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

The quest of the last 15 years to achieve the Millennium Development Goals (MDGs) taught us that Global Goals can motivate and help sustain leaps in human progress. It also taught us that the specifics matter. In some places, the MDGs became a widely-recognized, consistent and important driver of local progress; in others, the role and impact of the MDGs was more ambiguous. A lot depended on way the MDGs were implemented: if local change agents made them meaningful locally; if local leaders drew on their legitimacy and visibility; if they were employed to solve real-life problems etc.

Global Highlights

  • During Q2-2016, FAO’s global cereal price index fell by 6 percent year-on-year but it is 3 percent up compared to Q1-2016. The increase is because of rising maize and rice prices. The FAO global food price index has increased and almost returned to the levels of June 2015 (-1%), because prices particularly for sugar and oil increased significantly.

  • The real price2 of wheat is 20 percent below Q2-2015.
    This is because world supplies are at record levels thanks to increased production as well as beginning stocks.

Global Highlights

•During Q1-2016, FAO’s global cereal price index fell by 14 percent year-on-year thanks to ample supplies and stock positions. The index is now at levels last seen in early 2007. The FAO global food price index is 15 percent lower than in Q1-2015.

• During Q4-2015, FAO’s global cereal price index fell by a further 15.2 percent year-on-year because of abundant supplies and sluggish demand. The index returned to the level seen before the food price crisis of 2007-08.

Global temperatures in 2011 have not been as warm as the record-setting values seen in 2010 but have likely been warmer than any previous strong La Niña year, based on preliminary data from data sources compiled by the World Meteorological Organisation (WMO). The global combined sea surface and land surface air temperature for 2011 (January–October) is currently estimated at 0.41°C ± 0.111°C (0.74°F ± 0.20°F) above the 1961–1990 annual average of 14.00°C/57.2°F.

The past two decades have delivered unprecedented progress and improvements in quality of life across the developing world. Poverty has fallen in most developing countries, and the number of low-income countries fell from 60 in 2003 to just 39 in 2009. Countries such as India and (particularly) China have managed to lift very large numbers of people out of extreme poverty. Progress has not been restricted to increases in income; many developing countries have also dramatically improved their access to vital services, such as education and health.

At its 5th meeting in copenhagen in november 2008, the GFDrr consultative Group asked the secretariat to focus on a select group of priority countries to achieve increased impact. in GFDrr’s Track ii, Mainstreaming Disaster risk reduction in Development, this lead to a prioritization of operations in 20 core countries, including Burkina Faso, Djibouti, Ethiopia, Ghana, Haiti, indonesia, Kyrgyz Republic, Madagascar, Malawi, Mali, Marshall islands, Mozambique, Nepal, Panama, Papua New Guinea, Senegal, Solomon islands, Togo, vietnam, and Republic of Yemen.

This bulletin provides information on price changes for the most commonly consumed staples and the potential impacts of these changes on the cost of the food basket. Staples contribute 40 - 80% of energy intake for the most vulnerable population groups in developing countries. Therefore, even a small increase in staple food prices has a high impact on overall food consumption, especially when the food basket is composed of very few staples.

The bulletin covers 60 countries over the period July to September 2009 .
