This Global Appeal is published to alert governmental and private sector donors, Executive Committee members and Standing Committee observers, Governments and their Permanent Missions in Geneva, the UN Secretariat, UN agencies, intergovernmental agencies, NGOs, regional organizations and other institutions and interested individuals to the plight of millions of refugees and other persons of concern falling within UNHCR's mandate.

AFRICA: In eastern Africa, despite improved outlook for current season crops in several countries, more than 18 million people are in need of food assistance. In western Africa, notwithstanding improved harvest prospects generally in the Sahel, the food security situation is still of concern notably in Niger, Mali and Burkina Faso. In Southern Africa, food insecurity is worsening for an estimated 12 million people due to reduced harvests in 2005, escalating food prices and rising energy costs.

INTRODUCTION

This is the second issue for 2005 of this report prepared by the FAO Global Information and Early Warning System (GIEWS) on the food supply situation and cereal import and food aid requirements for all countries in sub-Saharan Africa. The report is designed to provide the latest analysis and information on the food situation in these countries to governments, international organizations and other institutions engaged in humanitarian operations.

Rome, 28 September 2005 - Most regions in sub-Saharan Africa continue to need some food assistance, but the situation is worst in southern Africa, where about 12 million people need immediate emergency food following a poor cereal harvest earlier this year, according to a report issued today by the UN Food and Agriculture Organization (FAO).

UNICEF launched in January 2005 its Humanitarian Action Report (HAR) in favour of 33 countries in crisis, including all CAP countries.

The following is an update on the funding situation in each of the HAR countries. The appeal figures are the original HAR appeals, and wherever the HAR appeal has been raised in light of an aggravating emergency situation or crisis, this has been noted in the text. The funding status (1) of these countries should then be seen in light of their increased humanitarian needs.

GENEVA, 5 July 2005 - The Global IDP Project of the Norwegian Refugee Council calls on G8 leaders not to overlook the plight of Africa's internally displaced people in their plans to fight poverty on the continent. More than 13 million people have been uprooted within their own countries by conflicts in Africa. Unable to return to their homes, land and jobs, most of them live in extreme destitution and under constant threat of human rights abuses.

AFRICA: In eastern Africa, heavy rains and floods have caused loss of life and destroyed crops and infrastructure in several countries. However, prospects for current crops have improved. In southern Africa, cereal import requirements in 2005/06 (excluding South Africa) are estimated about 30 percent higher than last year due to substantially reduced harvests in Malawi, Zambia and Zimbabwe. South Africa, on the other hand, is estimated to have more than enough exportable surplus of maize to meet the import needs of the subregion.

Consolidated Appeals Process (CAP)

The CAP is much more than an appeal for money. It is an inclusive and coordinated programme cycle of:

a) strategic planning leading to a Common Humanitarian Action Plan (CHAP);
b) resource mobilisation (leading to a Consolidated Appeal or a Flash Appeal);
c) coordinated programme implementation;
d) joint monitoring and evaluation;
e) revision, if necessary; and
f) reporting on results.

The CHAP is a strategic plan for humanitarian response in a given country or region and includes the following elements:

G8 weapons have been exported to countries including Sudan, Myanmar (Burma), the Republic of Congo, Colombia and the Philippines.
