This report provides United Nations Security Council (UNSC) members with an overview of the numbers of people in acute need of emergency food, nutrition and livelihood assistance in 22 countries/territories affected by conflict. It analyses the factors driving food insecurity and examines if those factors are a consequence of conflict and/or if they are driving further tension.

WFP continues to provide vital humanitarian assistance to hard-to-reach locations across South Sudan. WFP conducted 1,314 airdrops delivering 36,263 mt of humanitarian cargo.
BEIJING – The United Nations World Food Programme (WFP) today welcomed a US$21 million contribution from the Government of the People’s Republic of China to provide urgent food and nutrition assistance to people affected by food crises across eight countries in Africa and Asia.

The Executive Director of the World Food Programme (WFP), Ertharin Cousin and the UN High Commissioner for Refugees, Filippo Grandi, are very concerned that critical shortages in food assistance are affecting some 2 million refugees in 10 countries across Africa.
The shortages could worsen in coming months without new resources to meet food needs.
YOKOHAMA – The United Nations World Food Programme (WFP) welcomed the announcement last week of a US$85.2 million cash contribution from the Government of Japan. The donation will enable WFP to provide vital food and nutrition assistance in 33 countries across Africa, Asia and the Middle East.

Drought has left 23 million requiring food assistance in Southern Africa.
An outbreak of fighting in South Sudan has caused new displacements and food price increases in the capital Juba. The South Sudan IPC update for April 2016 estimated that 4.8 million people (40 percent of the population) would face severe food insecurity in the May–July 2016 lean season.
The El Niño 2015-16 in the Context of Past El Niños
The 2015/16 El Niño Event
An El Niño event was officially declared in March 2015, gaining in intensity until it reached its peak in December 2015. The event came to an end in May 2016, becoming one the strongest on record, together with the El Niños of 1982-83 and 1997-98.
During Q2-2016, FAO’s global cereal price index fell by 6 percent year-on-year but it is 3 percent up compared to Q1-2016. The increase is because of rising maize and rice prices. The FAO global food price index has increased and almost returned to the levels of June 2015 (-1%), because prices particularly for sugar and oil increased significantly.
The real price2 of wheat is 20 percent below Q2-2015.
This is because world supplies are at record levels thanks to increased production as well as beginning stocks.

•During Q1-2016, FAO’s global cereal price index fell by 14 percent year-on-year thanks to ample supplies and stock positions. The index is now at levels last seen in early 2007. The FAO global food price index is 15 percent lower than in Q1-2015.
