Introduction

This briefing document reviews examples of the progress that Africa has made in reaching the Accelerated Action Towards Africa Fit for Children 2008 - 2012 as adopted by the African Union and Member States in the agreed actions related to Enhancing Life Chances and Child Survival and looks at what more needs to be done.

The fight against hunger and undernutrition has been a long-standing component of development efforts. Strategies to improve food security and nutrition are not only worth pursuing for their own sake, but are also key elements of poverty reduction. In spite of this, progress in combating hunger and malnutrition has been lagging for decades. Best practices to combat hunger and undernutrition have been available for a long while, but a lack of political will among leaders and a lack of political power among the poor have hampered their implementation.

The sea surface temperatures in the Indian Ocean remain, generally, above normal. Several weeks ago we indicated that the upper level winds were not supportive of tropical cyclone activity. However, the pattern has undergone a substantial change and we have entered a period when upper level winds in the area are conducive to cyclone formation over the Indian ocean area.

FAO's June Food Outlook report signals a one percent increase in cereal output in 2000, compared to the previous year. However, according to current forecasts, total cereal production will not be enough to cover utilization requirements in 2000/2001 and global cereal reserves will have to be drawn down. If current forecasts materialize, global stocks could fall slightly below minimum safe levels.

Latest indications continue to point to a larger cereal output in 2000. However, based on the current forecasts, total cereal production would not be sufficient to meet expected utilization requirements in 2000/01 and global cereal reserves would be drawn down again next season.

The outlook for 1999 cereal production has improved slightly since June, due mainly to better crop prospects in Asia and North America. World production, however, will not be sufficient to meet anticipated consumption requirements and global stocks will need to be drawn down.
