After a rainy season lull, South Sudan’s warring parties are preparing for major offensives with the Sudan People’s Liberation Army-In Opposition (SPLA-IO) this week launching attacks on Bentiu, capital of oil-producing Unity state (see our recent Conflict Alert). Hardliners in the government and the SPLA-IO appear determined to settle the conflict through war.

The U.S. expanded its aerial campaign against Islamic State (IS) militants in late September with strikes in Syria’s north and east. The operation, which targets both IS and fighters linked to al-Qaeda’s central leadership and the affiliated group Jabhat al-Nusra, risks alienating other rebel groups in Syria and strengthening support for IS.

Increasing Israeli-Palestinian tensions culminated in Israel launching "Operation Protective Edge" in Gaza in early July (see our latest report and commentary). The assault, which started as an aerial campaign and was later extended to include ground operations, reportedly killed more than 1,400 Palestinians throughout the month while 64 Israelis were killed in clashes inside the Gaza Strip and by Hamas rocket fire. Several attempts at reaching a ceasefire agreement failed in July.

The Foreign Office has published new reporting on 28 Countries of Concern, along with updates on the case study countries featured in the annual human rights report. The quarterly updates cover the period from July to September 2012.

The 2011 Human Rights and Democracy Report is online to make it as accessible to the public as possible. It highlights the UK’s human rights policies and concerns on key issues, and features 28 Countries of Concern where the FCO has the most serious wide-ranging human rights concerns.

The Working Group expresses its strong objection to the decision of the United Nations Secretariat not to grant a waiver to the 10,700 word limit to the present report, as has been the case for almost every year since such a limit was imposed by the General Assembly in 1993.

An annual Human Rights Risk Atlas, analysing the extent of human rights abuses in 197countries, has revealed that human rights and labour standards risks for companies and investors are increasing on a global scale, with 48% of the world now posing ‘extreme’ or ‘high’ risks of corporate complicity in rights violations.

The Desert Locust situation remained calm during January. Although conditions continued to be favourable in the winter breeding areas, no locusts have been reported in these places. Only isolated adults were present in Niger, southern Algeria and northern Somalia. There was an unconfirmed report of adults and hoppers in northern Mali. During the forecast period, small-scale breeding could occur along the Red Sea coasts. No significant developments are expected.
