On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.

2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

Terrorist groups continued to exploit an absence of credible and effective state institutions, where avenues for free and peaceful expression of opinion were blocked, justice systems lacked credibility, and where security force abuses and government corruption went unchecked.

Summary

During May, several Desert Locust (SGR1) swarms from northwestern Somalia invaded eastern Ethiopia. On May 14th, an immature swarm dominated the sky over the city of Addis Ababa, Ethiopia (see picture below). This is an extremely rare phenomenon that has not been in more than half a century. The swarm is believed to have escaped from eastern Ethiopia passing through the Rift Valley and crossing Awash where it destroyed a sugarcane plantation. No damage was reported in Addis and the swarm was later seen heading northwest and reached Gojjam.

Humanitarian aid, while not a crisis management tool, is one of the pillars of Community action for countries affected by natural or man made disasters as well as by complex emergencies(1). Through its activities in disaster areas and through its active contribution to promoting respect for and adherence to International Humanitarian Law, the European Commission has asserted itself as a major player in international humanitarian aid.

The United States has spent more than a billion dollars in the past dozen years on humanitarian land mine removal efforts around the world.

This money has been spent to remove land mines, pay for educational messages on the risks posed by mines, help victims of mine injuries, and fund research and development to improve existing humanitarian mine removal programs.
