report UN General Assembly

I. Introduction

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.

(New York: 3 June 2003): At mid-year, the Consolidated Appeals for countries in crisis have received 1.8 billion of the $5.34 billion---or one-third---of the funds required to carry-out life-sustaining operations in countries in crisis. However, this average masks serious disparities in response. Humanitarian activities in high profile emergencies such as Iraq and Afghanistan have received strong funding, as have appeals for the Great Lakes Region (56%), North Korea (47%,) Chechnya and Neighboring Republics (44%), and Tajikistan (46%).

SG/SM/8581
Good morning, ladies and gentlemen - -- and Happy New Year!

We start the year with anxiety -- anxiety over the prospect of war in Iraq, over nuclear proliferation in the Korean Peninsula, and over what seems like violence without end in the Middle East. Even Côte d'Ivoire, which used to be one of the most stable and prosperous countries in Africa, is now caught in the downward spiral of conflict.

The threat of global terror hangs over all of us. We don't know where or when it will strike next.

And these are only the crises in the headlines!
