High risk countries and potential impacts on food security and agriculture
In view of the potential impact of the 2018/19 El Niño on food security and agriculture, high risk countries in Southern Africa, Horn of Africa, Asia and the Pacific and Latin America should be prioritized for further monitoring, analysis and early action.

Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters, such as earthquakes, floods, and storms. In FY 2017, USAID/OFDA continued to respond to urgent needs resulting from disasters and support DRR programs that improve emergency preparedness and response capacity at local, national, and regional levels.

On 15 May 2018, more than 60 participants attended a focus event on the Africa Disaster Risk Financing (ADRF) Initiative, which took place in the margins of the 14-18 May Understanding Risk Forum in Mexico City. Among the participants were 40 delegates from 14 Sub-Saharan African governments (Cabo Verde, Ethiopia, Ghana, Kenya, Lesotho, Madagascar, Malawi, Mozambique, Nigeria, Seychelles, Sierra Leone, Swaziland, Tanzania, and Uganda).

14 March 2018, Rome - FAO has launched a mobile application to enable farmers, agricultural workers and other partners at the frontline of the fight against Fall Armyworm in Africa to identify, report the level of infestation, and map the spread of this destructive insect, as well as to describe its natural enemies and the measures that are most effective in managing it.
This activity report summarizes activities of Result Area 5, also known as the Africa Disaster Risk Financing (ADRF) Initiative—referred to as the “ADRF Initiative,” the “Initiative” or “R5”—from July 1, 2016 to June 30, 2017. The report gives an overview of the achievements to date and identifies upcoming priorities and challenges.
Fall Armyworm (Spodoptera frugiperda), FAW, is an insect native to tropical and subtropical regions of the Americas. Its larval stage (photo) feeds on more than 80 plant species, including maize, rice, sorghum, millet, sugarcane, vegetable crops, and cotton. FAW can cause significant yield losses if not well managed. It can have a number of generations per year and the moth can fly up to 100 km per night. Its modality of introduction along with its biological and ecological adaptation across Africa are still speculative.

Nairobi, Kenya, 18 October 2017 - The African Union has announced plans to increase the number of member States with national disaster loss data bases and to put a training programme in place in preparation for the roll-out next year of the Sendai Monitor, the UNISDR-backed mechanism for measuring progress in reducing disaster losses.
Fall Armyworm (Spodoptera frugiperda), FAW, is a moth native to tropical and subtropical regions of the Americas, whose larva (photo) causes damage to crops. It mainly affects maize, with potential hosts from 26 plant families. Significant yield loss can be caused by FAW, if not well managed. FAW has several generations per year and the moth can fly up to 100 km per night.

In FY 2016, as in previous years, USAID/OFDA not only responded to urgent needs resulting from disasters, but also supported DRR programs that built resilience and improved emergency preparedness, mitigation, and response capacity at local, national, and regional levels.
The 2015-2016 El Niño phenomenon has been one of the strongest on record, affecting deeply the lives and livelihoods of more than 60 million people across 40 countries. It has devastated crops and killed livestock, in some cases dried up water-sources in others caused massive flooding, driven up malnutrition rates, increased disease outbreaks and caused significant migration.
As we write this, Africa is suffering from the strongest El Niño it has faced in decades, causing major floods and droughts throughout Africa, leading to rising economic losses and major impacts on the lives and livelihoods of millions across the continent. Countries across the continent are declaring states of emergency, and are calling on the international community for support.
The El Niño weather event has been in a neutral phase since May. Nevertheless, it continues to have a devastating impact on vulnerable people in parts of Eastern and Southern Africa, Asia and the Pacific, the Dry Corridor in Central America, and Haiti in the Caribbean. This event will also cause long term consequences for public health, nutrition, livelihoods, water and sanitation.
In the wake of El Niño
We are living in the most unusually warm period in history and this is taking a huge toll on the world’s most vulnerable. 2015 was the hottest year on record and 2016 looks set to be even hotter.
As this year’s El Niño in the Pacific lurches towards becoming a La Nina1 , the run of record temperatures looks set to be broken again. But in some ways, this year is not unique. It has become widely acknowledged among the development community that weather-related disasters are the ‘new normal’.
