Quarterly Update

Towards the end of the fourth quarter, CERF and its humanitarian partners were challenged by a series of large, complex crises, including three system-wide level-three (L3) emergencies. These crises, in countries including the Central African Republic (CAR), the Philippines, Syria and Yemen, have affected 35 million people who urgently needed emergency relief, protection and basic services. CERF was there to provide a lifeline.

In Syria, heavy fighting continues between the Government and opposition groups as well as infighting within the opposition. Against this background, the UN Security Council endorsed the Russia-US agreement on the elimination of Syria’s chemical stockpile. There are now over 2.1 million Syrian refugees in neighbouring countries. As of 27 September, heavy shelling is preventing an estimated 70,000 Syrian refugees from crossing into Jordan, leading them to face severe food insecurity as they remain stranded on the border.

In Syria, insurgents heightened their offensive to capture airports and air bases in Aleppo, leading to intense fighting across the province. In eastern Syria, rebels captured the town al-Shaddadeh after three days of fighting that left 130 people dead and forced some 40,000 people to flee the town. The number of Syrian refugees continued to rise, amounting to a total of 830,675, an increase of around 38,500 newly registered refugees or individuals awaiting registration in a week.

General Context

The number of confirmed cases of the pandemic Influenza A H1N1 is rapidly increasing in our Region. Since June 18th where the first case was confirmed, we have now 21 confirmed cases in 7 countries. AFRO is calling the member states to keep vigilance on surveillance and to continue updating their response plans. The Cholera outbreak in Zimbabwe is under control.

General Context

The Pandemic Inf A H1N1phase has been raised to 6 by WHO on the 11th of June 2009. Since June 18th 2009, a total of ten cases have been confirmed in five countries of African Region (Algeria, Cape Verde, Côte d'Ivoire, Ethiopia, South Africa). Effort to strengthen surveillance is ongoing. The Cholera outbreak in Zimbabwe is under control with areas of increased cases being investigated.

Overview of the 2007 Programme of Work

As the end of 2007 nears, the number of people the World Food Programme is seeking to support has risen to 83 million. The amount of food assistance required to assist these people is valued at US$3.4 billion. Considering resources mobilized thus far in 2007, the current level of funding falls short by some US$653 million.

Additional resources amounting to approximately US$800 million are required before the end of 2007 to ensure uninterrupted food aid deliveries for ongoing activities.
