This report provides United Nations Security Council (UNSC) members with an overview of the numbers of people in acute need of emergency food, nutrition and livelihood assistance in 22 countries/territories affected by conflict. It analyses the factors driving food insecurity and examines if those factors are a consequence of conflict and/or if they are driving further tension.
Despite a decade of steady decline, in 2017 global hunger began to rise again. Consequently, 815 million people – one in nine – go to bed on an empty stomach each night, according to The State of Food Security and Nutrition in the World report, and one in three suffers from some form of malnutrition. Of these, the latest Global Report on Food Crises reveals that 124 million people across 51 countries faced severe levels of hunger and required urgent humanitarian action in 2017. A year of unprecedented crises resulted in a sharp increase of food assistance needs compared to 2015 figures.

The European Union, FAO and WFP have joined forces with FEWS NET, UNICEF and regional organisations like CILSS, IGAD and SICA to coordinate needs assessment to increase the impact of humanitarian and resilience responses through the preparation of the “Global Report on Food Crises”. This Global Report aims to enhance coordination and decision making through a neutral analysis that informs programming and implementation.

During Q2-2016, FAO’s global cereal price index fell by 6 percent year-on-year but it is 3 percent up compared to Q1-2016. The increase is because of rising maize and rice prices. The FAO global food price index has increased and almost returned to the levels of June 2015 (-1%), because prices particularly for sugar and oil increased significantly.
The real price2 of wheat is 20 percent below Q2-2015.
This is because world supplies are at record levels thanks to increased production as well as beginning stocks.

•During Q1-2016, FAO’s global cereal price index fell by 14 percent year-on-year thanks to ample supplies and stock positions. The index is now at levels last seen in early 2007. The FAO global food price index is 15 percent lower than in Q1-2015.
