Introduction

The Partners for Resilience (PfR) alliance has been working since 2011 to reduce the impact of natural hazards on vulnerable people in nine countries: Ethiopia, Guatemala, India, Indonesia, Kenya, Mali, Nicaragua, the Philippines and Uganda.

We are the Netherlands Red Cross, CARE Nederland, Cordaid, the Red Cross Red Crescent Climate Centre, Wetlands International and our many local partners.

In 1997, 123 States signed the first-ever treaty banning the development, production, stockpiling, transfer and use of a weapon that was already in widespread use: anti-personnel landmines. Fifteen years later, their use and production has been curbed dramatically, while data on clearance, stockpile destruction and casualty rates show undeniable progress towards eliminating the problem. However, much still needs to be achieved, as Claude Tardif, Hhead of the ICRC’s physical rehabilitation programme, explains.

This year has seen hundreds of weather-related catastrophes, including the cyclone in Myanmar, floods in India, hurricanes in the Caribbean and drought in Ethiopia.

As climate change means a dramatic rise in the numbers of people being affected by natural disasters, humanitarian organisations need to get serious about responding to our rapidly warming world.

According to the UN, in the last two decades the number of recorded disasters across the world has doubled to over 400 per year, with nine out of ten now weather-related.
