This report provides United Nations Security Council (UNSC) members with an overview of the numbers of people in acute need of emergency food, nutrition and livelihood assistance in 22 countries/territories affected by conflict. It analyses the factors driving food insecurity and examines if those factors are a consequence of conflict and/or if they are driving further tension.
From January to December 2017 the Logistics Cluster has supported 512 organisations, including national and international NGOs, UN agencies, foundations, civil society organisations and government agencies across 13 operations.

Acute food insecurity global estimates in 2017

Le monde doit aujourd’hui répondre à un appel à la mobilisation sans précédent face à la situation de quatre pays menacés par la famine, et à la demande croissante d’aide humanitaire et de résilience. Dans ce contexte, il est de la plus haute importance d’informer la communauté de la sécurité alimentaire à l’échelle mondiale et nationale, quant au risque de crises alimentaires et à la sévérité de ces crises. Les parties prenantes ont largement investi dans l’analyse de la sécurité alimentaire et les systèmes d’alerte précoce afin de mieux prévenir et répondre aux crises alimentaires.
The European Union, FAO and WFP have joined forces with FEWS NET, UNICEF and regional organisations like CILSS, IGAD and SICA to coordinate needs assessment to increase the impact of humanitarian and resilience responses through the preparation of the “Global Report on Food Crises”. This Global Report aims to enhance coordination and decision making through a neutral analysis that informs programming and implementation.

While the 2015-2016 El Niño weather event is now over, humanitarian needs continue to grow, and are not expected to peak until early 2017 as food security continues to deteriorate in many regions. WFP, working closely with partners on the ground, is rapidly scaling up life-saving operations for communities reeling from the catastrophic effects of El Niño.
IN FOCUS & FOOD INSECURITY HOTSPOTS
Drought has left 23 million requiring food assistance in Southern Africa.
An outbreak of fighting in South Sudan has caused new displacements and food price increases in the capital Juba. The South Sudan IPC update for April 2016 estimated that 4.8 million people (40 percent of the population) would face severe food insecurity in the May–July 2016 lean season.
Globally, millions of vulnerable people are experiencing increased hunger and poverty due to droughts, floods, storms and extreme temperature fluctuations as a result of a climatic occurrence: El Niño.
The 2015/2016 occurrence is one of the most severe in a half-century and the strongest El Niño since 1997/1998. The negative consequences of El Niño are foreseen to continue through 2017, particularly in Southern Africa where this event has followed multiple droughts compounding the already fragile situation.
The El Niño 2015-16 in the Context of Past El Niños
The 2015/16 El Niño Event
An El Niño event was officially declared in March 2015, gaining in intensity until it reached its peak in December 2015. The event came to an end in May 2016, becoming one the strongest on record, together with the El Niños of 1982-83 and 1997-98.
During Q2-2016, FAO’s global cereal price index fell by 6 percent year-on-year but it is 3 percent up compared to Q1-2016. The increase is because of rising maize and rice prices. The FAO global food price index has increased and almost returned to the levels of June 2015 (-1%), because prices particularly for sugar and oil increased significantly.
The real price2 of wheat is 20 percent below Q2-2015.
This is because world supplies are at record levels thanks to increased production as well as beginning stocks.
