This was the sixth significant Member States briefing on El Niño since October 2015. More than 45 Member States and over 200 humanitarian and development partners participated.
The fourth edition of ‘Shelter Projects’, is launched at a time when shelter is more relevant than ever as an instrument of humanitarian response. The case studies in this edition reflect the on-going challenges posed by responses to complex emergencies such as Haiti and Pakistan as well as new challenges derived from unprecedented level of population displacement in Africa, Asia and in the Middle East.
The purpose of this document is to present to our key partners the IFRC’s definition of and perspectives on resilience. It also serves as a reference across the network of National Societies. We invite all key stakeholders to support the Red Cross Red Crescent’s operational work on resilience so that together we can bring about the serious changes needed for sustainable development in the years ahead.

The first six months of 2010 were characterized by two major earthquake events in Haiti and Chile that required a massive response effort, leveraging the full range of the Movement's disaster response resources, as well as its global coordination and technical assistance capacities. The response operations both demonstrated IFRC's capacity to scale up quickly through the deployment of a focused and flexible global surge capacity.

Programme outcome: To increase the International Federation of Red Cross and Red Crescent Society (IFRC) capacity to assist National Red Cross and Red Crescent Societies reduce the number of deaths, injuries and the impact of disasters through the timely and adequate financial support for disaster response from the DREF.
