Rome, 8 December 2003 -- Though some regions in Sub-Saharan Africa can expect bumper crops, food shortages are forecast in 23 countries throughout the continent, according to the Africa Report released today by FAO.*

SUB-SAHARAN AFRICA

A decade ago single-party states and military dictatorships were the norm in sub-Saharan Africa. The 2003 Freedom House report, using its stringent criteria, lists 18 African countries as free. Many more countries have made significant strides toward free and fair elections, effective governance and respect for internationally recognized human rights and fundamental freedoms. Some long-term civil wars have concluded or may be near resolution.

General Situation during February 2003
Forecast until mid-April 2003

The Desert Locust situation remained calm during February. Small-scale breeding occurred near the Red Sea coast in Sudan. There were also unconfirmed reports of adults and hoppers in northern Mali. Breeding conditions were generally dry throughout the recession area because of poor rainfall. In South-West Asia, unprecedented rains occurred in southern Pakistan, including Baluchistan where small-scale breeding is expected during the forecast period.
