The report is based on incidents identified by Insecurity Insight's monitoring of open sources and reported by Aid in Danger partner agencies using the Security in Numbers Database (SiND) in 2017. It presents analysis of 2,152 NGO-related security incidents for which details were shared or made public. The total number of reported incidents below reflects the willingness of agencies to share information. It is neither a complete count, nor representative.

Along the Eastern Route (between the Horn of Africa and Yemen)

At the beginning of 2017, movement from Yemen was primarily influenced by the ongoing conflict that left approximately 2 million internally displaced people. However, the numbers of migrants arriving into Yemen from the Horn of Africa via the Red Sea, the Arabian Sea and the Gulf of Aden, were slightly lower than in 2016 particularly along the Red Sea route due to reports of deportations from Yemen.

Based on the belief that to overcome a problem, we must first understand it, this monitor is a small step in seeking to address the terrible realities of today.
It is a monitor that is, also, a response to a call to action.

Refugees, asylum seekers and migrants continued to move in complex flows from the Horn of Africa and Yemen region. This quarter, movement was characterised by persistent conflict, increased risk, and amplified intolerance. Internal and cross border displacement in Yemen, South Sudan and surrounding countries also increased, while returns to Somalia peaked.

If the caseload mentioned refers only to refugees or asylum seekers or trafficked persons it will be clearly stated.

The global terrorist threat continued to evolve rapidly in 2015, becoming increasingly decentralized and diffuse. Terrorist groups continued to exploit an absence of credible and effective state institutions, where avenues for free and peaceful expression of opinion were blocked, justice systems lacked credibility, and where security force abuses and government corruption went unchecked.

Mixed migration movements in the first quarter of 2016 were largely reminiscent of patterns observed in 2015. Ongoing conflict, political oppression, acute poverty and harsh environmental conditions continued to drive populations from the Horn of Africa, seeking protection and better opportunities. Migrants, asylum seekers and refugees continued to face significant protection deficits including death, physical and sexual abuse and detention.

Ongoing and renewed conflict, endemic poverty, poor protection and a strong culture of migration, among others, continued to drive complex population movements from the Horn of Africa and Yemen throughout the year. Record numbers of migrants and refugees (over 1 million) arriving in Europe by sea and land in 2015 have pushed mixed migration to the top of the agenda, in destination and transit countries alike. Migrants and refugees alike continued to face significant protection risks in the region and beyond, ranging from abuse to abduction and death at sea.

Characteristic of preceding quarters in the year, mixed migration movements the final quarter of 2015 typified well-documented drivers including insecurity, acute poverty, social and political oppression and environmental fragility. Migrants, asylum seekers and refugees continued to be at significant risk of harm, ranging from abduction to abuse and death at sea. Countries in the region continued to rely on detention as a form of immigration control.
