THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Council Regulation (EC) No 1257/96 of 20 June 1996 concerning humanitarian aid1 , and in particular Article 2, Article 4 and Article 15(2) and (3) thereof,
Having regard to Council Decision 2013/755/EU of 25 November 2013 on the association of the overseas countries and territories with the European Union ('Overseas Association Decision')2 , and in particular Article 79 thereof,
• In Q1-2018, the FAO cereal price index rose by 8.6 percent from Q1-2017, while the global food price index declined by 2 percent year-on-year.
• The real price for wheat was 22 percent above Q1-2017 levels: crops suffered dryness in the United States and cold weather in Europe and the Commonwealth of Independent States, leaving production forecasts open to a downward revision.3 World ending stocks remain at record levels.
• In Q4-2017, the global food price index of FAO dropped by 2 percent compared to Q3 and remained at approximately the same level as one year ago.
In contrast, the cereal price index rose by 7.6 percent in comparison to Q4-2016.
• Although the real price2 of wheat fell by 2 percent from Q3-2017, prices are still 19 percent higher than in 2016, even though world ending stocks of wheat are at record levels.
• In Q4, the real price of maize was low at US$119/ mt with only slight variation from Q3-2017 and the previous year.
• The upward trend of FAO’s global food price index in 2017 continued in Q3, with the index 7 percent higher than in Q3-2016; this is particularly the result of higher dairy prices. The FAO cereal price index rose by 8.2 percent over the same period.
• The real price2 of wheat rose by 4 percent from Q2-2017. Although prices are significantly higher than in Q3-2016, world supplies are abundant and production forecasts for Russia and the EU are very favourable.

The issue of rising food prices came to international attention in early 2008. This document answers the following questions about the crisis and responses to it:
- What has happened to food prices and why?
- Why are food prices important & where can we find them?
- How have countries and the international community responded?

High food prices persist in developing countries despite an improved global cereal supply situation and sharp decline in international prices. This is affecting access to food of large numbers of low-income vulnerable populations.
A recent analysis of domestic food prices for 58 developing countries shows that latest prices are higher than a year earlier in 78 percent of the cases, and in 43 percent of the cases are higher than 3 months earlier. Mostly affected are sub-Saharan African countries.
The UN system has rapidly taken note of the seriousness of the challenges to world food security by the recent dramatic escalation of the food price crisis worldwide and recognized the need for Comprehensive Framework for Action (CFA) to address the crisis and its root causes.
The UN System has mobilized to provide a common response to the crisis that takes into account the comparative advantages of all stakeholders.

As of July 2008, WFP requires 5 million metric tonnes for the current year to meet the needs of over 83 million beneficiaries among the world's neediest people in more than 80 countries.

Overview of the 2008 Programme of Work
As the second semester of 2008 begins, the World Food Programme continues to focus its attention on the more than 81 million beneficiaries requiring food assistance. The total cost of 2008 activities is just over US$4.78 billion. Considering carry-over stocks and resources mobilized so far in 2008, and considering US$1 billion for prepositioning of food stocks for 2009, the total shortfall at this time of the year is US$2.71 billion.
- World cereal production in 2008 is forecast to increase 2.6 percent to a record 2 164 million tonnes. The bulk of the increase is expected to be in wheat following significant expansion in plantings in major producing countries. Coarse grains output is tentatively forecast to remain around the bumper level of last year. Rice production is foreseen to increase slightly reflecting production incentives in several Asian countries.

Overview of the 2007 Programme of Work
As the end of 2007 nears, the number of people the World Food Programme is seeking to support has risen to 83 million. The amount of food assistance required to assist these people is valued at US$3.4 billion. Considering resources mobilized thus far in 2007, the current level of funding falls short by some US$653 million.
Additional resources amounting to approximately US$800 million are required before the end of 2007 to ensure uninterrupted food aid deliveries for ongoing activities.
1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.
The fight against hunger and undernutrition has been a long-standing component of development efforts. Strategies to improve food security and nutrition are not only worth pursuing for their own sake, but are also key elements of poverty reduction. In spite of this, progress in combating hunger and malnutrition has been lagging for decades. Best practices to combat hunger and undernutrition have been available for a long while, but a lack of political will among leaders and a lack of political power among the poor have hampered their implementation.
