Highlights

• The Government and partners have taken several measures to enhance response coordination and to boost response capacity at site level. Two Emergency Operation Centres (EOCs) were established in Dilla Town and in Bule Hora Town.

• The response is currently being rapidly scaled-up with diverted resources from life-saving responses to drought, flood and conflict-displacements elsewhere in the country and new resources allocated.

• Overall, the security situation in the conflict-affected areas is improving. However, tensions and intermittent, localized incidents continue to be reported and to hinder humanitarian response.

Highlights

  • Continued insecurity and ongoing localized inter-communal violence are displacing people; hindering IDP return to areas of origin as well as humanitarian operations.

  • The National Disaster Risk Management Commission (NDRMC) estimates that as many as 527,263 people are displaced from West Guji zone to Gedeo zone alone; while some 170,467 people are displaced in West Guji zone.

EXECUTIVE SUMMARY

• Food Cluster: 8.5 million emergency beneficiaries and 4.5 m ex-public work clients received emergency food commodities.
During the last quarter of 2017, IDPs were also targeted for emergency food distribution. There were delays in food distribution especially in Somali region. One round was dropped and two rounds were carried over to the first quarter of 2018. As a result, out of nine only six rounds of food distribution were completed within 2017.

Since the revision of the Humanitarian Requirements Document (HRD) in August 2017, the humanitarian context in Ethiopia has continued to evolve which has led the Government and humanitarian partners to further adjust the HRD requirements. In the food sector the needs have been revised slightly upwards to accommodate an increase in the number of beneficiaries through the inclusion of 4 million former Productive Safety Net Programme (PSNP) clients in the HRD.
