1. CONTEXT

DG ECHO 's Integrated Analysis Framework for 2013-14 identified extreme humanitarian needs in the Sahrawi refugee camps. The vulnerability of the population affected by the crisis is assessed to be very high. The Sahrawi crisis scored 11, the most severe level, in the Forgotten Crisis Assessment index of DG ECHO in 2013.

  • The Sahrawi refugee situation counts among the forgotten humanitarian crisis for which little funding is available.

  • The tens of thousands of Sahrawi refugees living in 5 camps have little access to outside resources and are depending on international aid for their survival.

  • ECHO started to help meet the basic needs of the refugees in 1993. Since then it has provided around €200 million in humanitarian aid through its implementing partners.

  1. CONTEXT

    Since 1975, tens of thousands of Sahrawi refugees have been hosted by Algeria in four camps in the south-western region of Tindouf (El Aaiun, Awserd, Smara and Dakhla).

    The presence of the refugees is the result of the conflict between Morocco and the Polisario Front over the former Spanish colony of Western Sahara following Spain'swithdrawal in 1975.

    In 1991, Morocco and the Polisario Front agreed to a United Nations Security Council conflict settlement plan, which proposed a cease-fire and set up the United Nations Mission for the Referendum in Western Sahara …
