The Secretary-General is closely following the developments in Western Sahara. In accordance with Security Council resolution 2414 (2018) adopted on 27 April, and in order to maintain an environment conducive to the resumption of dialogue under the auspices of his Personal Envoy, Horst Köhler, the Secretary-General calls for maximum restraint. No action should be taken which may constitute a change to the status quo.

The Secretary-General is deeply concerned over the plight of tens of thousands of Sahrawi refugees in Algeria, who will have their food rations cut due to lack of funding.

Humanitarian aid, including food aid, is a lifeline for these refugees from Western Sahara. A recent survey highlighted the precarious nutrition situation in the Sahrawi refugee camps and the refugees' limited access to markets or livelihoods.

The Secretary-General is deeply concerned about the increased tensions in the vicinity of Guerguerat in the Buffer Strip in southern Western Sahara between the Moroccan berm and the Mauritanian border. Armed elements of both Morocco and Frente Polisario remain in close proximity to each other, a position they have been in since August 2016, monitored during daylight hours by the United Nations Mission for the Referendum in Western Sahara (MINURSO).

United Nations Secretary-General Ban Ki-moon announced today the appointment of Major General Muhammad Tayyab Azam of Pakistan as the Force Commander of the United Nations Mission for the Referendum in Western Sahara (MINURSO).

Major General Azam will succeed Major General Major Imam Edy Mulyono of Indonesia, whose tour of duty ends on 17 September 2015. The Secretary-General is grateful to Major General Mulyono for his exemplary service and contribution to the work of MINURSO since July 2013.

United Nations Secretary-General Ban Ki-moon today announced the appointment of Kim Bolduc of Canada as his Special Representative for Western Sahara and Head of the United Nations Mission for the Referendum in Western Sahara (MINURSO).

The new Special Representative succeeds Wolfgang Weisbrod-Weber of Germany, who will complete his assignment on 31 July, and to whom the Secretary-General is grateful for his strong leadership and dedicated service during his tenure.

United Nations Secretary-General Ban Ki-moon arrived in Zaragoza, Spain, from Geneva, Switzerland, in the middle of the day on Monday, 1 September.

He visited the international EXPO 2008 under the theme "Water and Sustainable Development". He toured a number of pavilions, and addressed guests at the Water Tribune. He expressed the United Nations commitment to protecting and properly managing the world's precious water resources, and stressed the need to tackle existing challenges and emerging threats in meeting global water and sanitation goals.
