This report is in two parts. Part one examines present-day human rights conditions in Western Sahara. Part two examines present-day human rights conditions in the Sahrawi refugee camps administered by the Popular Front for the Liberation of Saguia el-Hamra and Rio de Oro (Polisario), the Sahrawi independence organization, near Tindouf, Algeria.

For Western Sahara, the focus of Human Rights Watch's investigation is the right of persons to speak, assemble, and associate on behalf of self-determination for the Sahrawi people and on behalf of their human rights.

A day after 94 nations signed an international treaty banning the use of cluster munitions, United Nations officials called on donor countries to finance the Organization's programmes to protect thousands of civilians worldwide from the deadly weapons.

"We're using this opportunity to call on donors to sustain their generous support for mine action and fill next year's funding gap", Dmitry Titov, Assistant Secretary-General for Rule of Law and Security Institutions, said during a Headquarters press conference this afternoon.

NEW YORK, 3 December (UN Mine Action Service) - An international treaty that prohibits the use, production, stockpiling and transfer of cluster munitions is opening for signature in Oslo, Norway today.

The new Convention on Cluster Munitions - or CCM - "marks a major step forward in global efforts to protect civilians and control the noxious spread of deadly, inhumane weapons", wrote the Secretary-General in a message to the Oslo signing event. "The horrific humanitarian impact of cluster munitions is well known," he added.

Costa Rica had been struggling for many years to improve the working methods of the Security Council, and during its presidency of the 15-nation body this month it would treat issues as publicly as possible, Permanent Representative Jorge Urbina said today during a press conference at Headquarters.

Briefing correspondents on the Security Council's November work programme, Ambassador Urbina said any issue on the agenda would have a public setting, although for some issues consultations had been scheduled, as well.
