The Secretary-General welcomes the visit to Djibouti on 6 September by the Ministers for Horn of Africa of Eritrea, Ethiopia and Somalia, joining Djibouti's Foreign Minister, as another important step in the rapprochement among the countries in the Horn of Africa region. The agreement reached among the four Ministers to work together to restore peace and stability in the region is a positive example for the Horn and beyond.

The Secretary-General welcomes the visit to Ethiopia on 26 June by a high‑level delegation from Eritrea as a first concrete step in the process of normalizing relations between the two countries. The Secretary-General notes that diplomatic overtures to ease tensions and resolve the longstanding dispute between the two countries will have a far-reaching positive impact on the whole region.

The Secretary-General has learned of the arrival in Djibouti today of the Foreign Minister of Qatar, Sheikh Mohammed bin Abdulrahman Al-Thani, and the announcement of the release of four Djiboutian prisoners by the Eritrean authorities.

The Secretary-General commends the efforts of the Qatari mediation in brokering this process and the State of Eritrea for releasing the prisoners. He hopes this will help address other regional outstanding issues between Djibouti and Eritrea and enhance regional peace and security in the Horn of Africa.

Today, in the Horn of Africa, more than 13 million people are affected by one of the region’s worst droughts in 60 years. Famine grips swathes of southern Somalia. Yet, drought does not need to become famine — nor should it ever be allowed to, either through system failure or through the kind of deliberate deprivation we are seeing in areas controlled by Al-Shabaab.

United Nations Secretary-General Ban Ki-moon and Madam Ban Soon-taek arrived at Addis Ababa's Bole International Airport in the evening of Saturday, 31 January.

On Sunday, the Secretary-General met first with President Kgalema Motlanthe of South Africa to discuss regional issues. He also met with President Omer Hassan al-Bashir of the Sudan. The Secretary-General expressed his deep concern regarding the situation in Muhajeria and urged the President to uphold the safety of civilians and ensure humanitarian access.
