Executive Summary

The 2015 Annual Report on the Situation of Asylum in the European Union aims to provide a comprehensive overview of the number and nature of applications for international protection made in the EU+ (1). It examines how those applications were processed and indicates important developments at EU+ and national level in order to describe the functioning of the Common European Asylum System (CEAS) in each of its key aspects.

HIGHLIGHTS

  • Italy witnessed a 43% rise of sea arrivals over the last month, compared to December 2014, bucking the seasonal decrease of refugees and migrants arriving by sea and the downward trend registered in the second half of 2015. Arrival trends for December include the steady decrease of Syrians arriving by sea and the continuing proportional increase of Nigerians.

  • At the end of December 2015, the total number of arrivals stands at 153,842 persons, compared to 170,100 in 2014 at the same time, corresponding to a 10% decrease.

Since 2006, partners in Eritrea received US$37.2 million in total from the Central Emergency Response Fund (CERF). The funds have been directed towards programmes in nutrition, health, food security, and water, sanitation and hygiene sectors. In 2015, US$ 3 million was allocated to support nutrition, health and food security interventions in Southern Red Sea (SRS), Northern Red Sea (NRS), Debub, Gash Barka and Anseba regions.

All recent CERF interventions have been closely aligned and coordinated with the Strategic Partnerships Cooperation Framework (2013-2016).

Highlights:

  • Ethiopia is facing its worst drought in decades, with over 10.2 million people requiring food aid in 2016. An estimated 435,000 children are in need of treatment for severe acute malnutrition (SAM), and more than 1.7 million children, pregnant and lactating women with moderate acute malnutrition (MAM) will require supplementary feeding.

  • As of October 2015, UNICEF has supported the treatment of 291,214 under-five children suffering severe acute malnutrition (SAM) with a cure rate of 88 per cent.

The Minister for Foreign Affairs and Trade, Charles Flanagan TD, and the Minister for Development, Trade Promotion and North South Co-operation, Seán Sherlock TD, have announced that Ireland is providing €11.75 million in humanitarian assistance through the United Nations Central Emergency Response Fund to strengthen the UN’s response to the unprecedented level of humanitarian crisis worldwide. This will bring the total amount of humanitarian assistance provided by Ireland through the Government’s aid programme to €100 million in 2015.
