Addis Ababa, 12 December 2017 – The traditional image of refugees in sprawling rural settlements and camps no long accurately depicts the reality of today’s refugee situation. With more than half of the world’s refugees living in cities and urban areas, the refugee experience itself has changed in many ways. The life of a forced migrant in an urban environment is often one invisibility and simultaneous exposure. Urban refugees and asylum seekers constantly face protection risks and are often denied access to basic services, exposing them to unique social vulnerabilities.

Still, the Ministry of Health has failed to formulate a comprehensive policy to regulate their access to health services. The following report details the costs of this failure - the health, moral and economic cost of the lack of healthcare policy for asylum seekers. It then offers an alternative: a sustainable solution for that population that includes a state-sponsored insurance arrangement.

Ventimiglia, Italy- As a consequence of the ever-stricter border policies in place in Europe since the sharp increase in migration in 2015, the Italian town of Ventimiglia, near the French border, has turned into the main transit point for migrants trying to reach other EU countries from Italy. Since the end of 2016, Médécins Sans Frontières (MSF) has started providing maternal care and mental health support to migrants in transit to France, who are stuck at the border with no access to basic health care.
