On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.

2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

The 2015/2016 occurrence is one of the most severe in a half-century and the strongest El Niño since 1997/1998. The negative consequences of El Niño are foreseen to continue through 2017, particularly in Southern Africa where this event has followed multiple droughts compounding the already fragile situation.

While the El Niño itself has passed its peak and is now declining, its impact is still growing. Harvests in several parts of the world have already failed and are forecast to fail in other areas.

  2. Seasonally above-average rainfall, combined with heavy rainfall forecast across eastern Ethiopia and Somalia, is expected to increasethe risk for localized flooding along the Jubba and Shabelle River basins in Somalia.
