Throughout its history, the International Red Cross and Red Crescent Movement has been closely associated with life-saving assistance, surgical operations, physical rehabilitation, reconstructive surgery, psychosocial support, safer behaviour in environments contaminated by weapons and other efforts to assist the wounded. In times of conflict, this is commonly referred to “war surgery”.

This upcoming winter, UNHCR aims to provide live-saving winterization assistance to 3.4 million vulnerable Syrian and Iraqi internally displaced persons (IDPs) and refugees in Syria, Lebanon, Jordan, Iraq and Egypt.

USD 168 million is needed to ensure that life-saving winterization assistance is in place before freezing temperatures grip the region. UNHCR winterization programme covers the period from September 2018 to March 2019.

Understanding the needs, vulnerabilities and capacities of this population is vital to ensuring they can receive the protection and assistance support they need, and ultimately, facilitate durable solutions.

Although European and African efforts to reduce irregular migration have successfully lowered overall numbers entering Europe, some migrants are transiting increasingly hazardous smuggling routes across the Sahara Desert and Mediterranean Sea, risking human rights abuses and indefinite detention. The UN’s voluntary humanitarian return program assisted over 19,000 migrants to return to their home countries from Libya in 2017, up from around 3,000 assisted migrant returns from Libya in 2016. An estimated 400,000–700,000 migrants live in detention in Libya.

Security Council Resolution 2393 was adopted, renewing the provisions of Resolution 2165 for an additional 12 months. This will enable UNFPA to continue supporting people in need, working with implementing partners through cross-border interventions from Turkey and Jordan.

2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

UNHCR estimates that there are over 15 million Syrian and Iraqi internally displaced persons (IDPs) and refugees in the region. This coming winter, UNHCR plans to provide integrated winter assistance to over four million vulnerable Syrian and Iraqi IDPs and refugees to help them weather the adverse conditions.
