Recalling the Council Conclusions of 23 May and 17 October 2016 and the European Council Conclusions of 15 December 2016, the Council is appalled by the continuing dire situation in Syria and the persistent humanitarian, security and political issues arising from the conflict. 13.5 million Syrians are now in need of humanitarian assistance inside Syria including 6.3 million internally displaced, 1.5 million living under siege conditions, and a further 5 million Syrian refugees hosted by its neighbours and the wider region.

The number of migrants arriving on the Greek islands in April plunged by 90% compared to the previous month, reaching fewer than 2 700. The drop is a result of several factors, including The EU-Turkey agreement and stricter border policies applied by the former Yugoslav Republic of Macedonia at its border with Greece.
Since the beginning of the year some 153 000 migrants were detected at Europe’s external borders. This represents a 149% increase when compared to the same period in 2014 when 61 500 migrants entered Europe.
In May the total number of detections rose by 26% in relation to April and reached 50 500. Considering seasonal trends, it is expected that the migratory pressure will continue to increase during the summer period on all routes.
