Vienna, Austria, December 12, 2018. OFID – the OPEC Fund for International Development – has approved more than US$328 million of new funding to benefit developing countries across the globe. The 165th Session of OFID’s Governing Board approved the funding at the organization’s Vienna

The public sector loans, which total US$216 million, will support the following projects.

Every month, USAID’s Office of Food for Peace (FFP) reaches 3 million people across all 14 governorates of Syria and 1 million refugees in neighboring host countries with emergency food assistance. FFP has contributed over $2.8 billion in food aid since 2012.

SITUATION

• The UN estimates that 13.1 million people inside Syria need humanitarian assistance. Of those, 10.5 million are food insecure, or unable to meet basic food needs.

Key developments in the week of December 2nd include the escalating Islamic State activity in Egypt and Burkina Faso; the instability posed by other Islamist militants such as in Mozambique; and the high tensions in Togo and Ethiopia.

The Islamic State is nearly as strong in Africa in 2018 as when it peaked in 2015. Since October, activity by Islamic State militants has significantly risen across Northern, Western and Eastern Africa and this trend is likely to continue.

Regional Overview

According to UNHCR, 5,253,800 have now fled Syria to surrounding countries in the region. 1.4 million of them fled in 2014 alone with an average of more than 3.935 people per day. In 2015 more than 617,188 Syrians fled the country, an average of more than 1,714 per day. In 2017 more than 623,374 Syrians fled the country, an average of more than 1,731 per day.

Children now make up 45% of the refugee population, meaning there are an estimated 2,354,210 refugee children in the region.

Overview

The majority of those returned to Turkey are Pakistani nationals (39 percent of total). Syrians constitute 19 percent of the total number of those returned, and are followed by Algerians, Afghans and Bangladeshis.

In total, 337 Syrians have been returned to Turkey to date. 36 of them have been returned on the basis that their asylum claims were found inadmissible at 2nd instance.

Transition from EWARN to routine surveillance

A three days workshop was conducted in Damascus, Syria from 8-10 August 2018 to disseminate findings of Early Warning Alert and Response Network (EWARN) evaluation in Syria. Participants included Ministry of Health (MOH) staff and technical EWARN officers. During this workshop the question of how and when to transition from EWARN to routine surveillance was examined.

In times of conflict, this is commonly referred to “war surgery”.

In a region where agriculture is a critical source of employment and income, environmental degradation, and declining and more variable productivity, could potentially cause significant displacements, posing challenges in a region already beset by instability.

The exercise is coordinated by the World Health Organization’s Global Emergency Operations Centre (EOC) and the EOC Network, a global network of health emergency operations centres.
