Global trends and challenges
More than 1 per cent of people across the planet right now are caught up in major humanitarian crises. The international humanitarian system is more effective than ever at meeting their needs – but global trends including poverty, population growth and climate change are leaving more people than ever vulnerable to the devastating impacts of conflicts and disasters.

A few days ago, we celebrated the centenary year of Nelson Mandela’s birth. We spoke of his example; his fortitude, his suffering and compassion, while recalling also the declaration that he and my predecessor Mary Robinson signed in 2000 on diversity and tolerance.
Education is lifesaving. Education is crucial for both the protection and healthy development of girls and boys affected by crises. It can rebuild their lives; restore their sense of normality and safety, and provide them with important life skills. It helps children to be self-sufficient, to be heard, and to have more influence on issues that affect them. It is also one of the best tools to invest in their long-term future, and in the peace, stability and economic growth of their countries.
On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.
2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

The ECDC Communicable Disease Threats Report (CDTR) is a weekly bulletin for epidemiologists and health professionals on active public health threats. This issue covers the period 7 May - 13 May 2017 and includes updates on influenza, measles, hepatitis A, cholera, type E botulism, yellow fever and Legionnaires' disease.

Approximately 12 million people lived in protracted refugee situations* around the world at the end of 2015, comprising nearly two-thirds of the global refugee population. A protracted refugee situation exists when 25,000 or more refugees originating from the same country have sought refuge in another country for at least five consecutive years.
*These numbers include people in a refugee-like situation

The Commission currently dedicates over 4% of the EU's overall humanitarian budget to education in emergencies, one of the most underfunded sectors of humanitarian aid.

Why GAO Did This Study?
1 July 2016, GENEVA – The UN Office for Disaster Risk Reduction (UNISDR) and the United Nations Human Settlements Programme (UN-Habitat) aim to reduce disaster losses in some of the world’s most hazard prone cities with the initial aid of a €6 million grant from the EU, over the next three years. Mr. Neven Mimica, European Commissioner for International Cooperation and Development said: ”Strengthening disaster risk governance is an essential part of sustainable development and a key priority of the Sendai Framework.
