Executive summary

The food crisis of 2008 provoked a strong coordinated response from the world community and exposed fundamental problems in the agrofood sector, which continue. Prices remain high in many domestic markets of developing countries, and the risk of future volatility persists. The present economy-wide crisis creates severe economic and social difficulties, which aggravate agricultural problems and the food situation -particularly for least-developed countries and small farmers - and which require stronger actions.

The recent sharp increase in food prices should have benefited millions of poor people who make their living from agriculture. However, decades of misguided policies by developing country governments on agriculture, trade, and domestic markets - often promoted by international financial institutions and supported by donor countries - have prevented poor farmers and rural workers from reaping the benefits of higher commodity prices. As a result, the crisis is hurting poor producers and consumers alike, threatening to reverse recent progress on poverty reduction in many countries.

I. Introduction

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.
