CERF announces new findings in latest Results Report

A new Results Report takes stock of how a US$439 million humanitarian investment from more than 50 donors delivered life-saving assistance to over 22 million people facing the consequences of natural disasters and conflict around the world.

This is the first consolidated presentation of the reported results of CERF funding, covering a full year of CERF allocations. As such, it serves as a pilot and will inform future CERF results reporting. This report was compiled on the basis of information provided by Resident Coordinators/Humanitarian Coordinators (RC/ HCs) and Humanitarian Country Teams (HCTs) in 66 consolidated reports covering the results of more than 450 CERF-funded projects.

oPT: 178 Palestinians have been killed since the launch of Israel’s Operation Protective Edge on 8 July. Around 17,000 people have sought shelter in UNRWA schools. Rockets from Syria and Lebanon have hit the north of Israel, raising fears of the conflict spreading.

Democratic Republic of Congo: More than 30,000 people are estimated to have been displaced in North Kivu, South Kivu, and Katanga in June, due to FARDC military operations and fighting between armed groups.

Global humanitarian action at mid-2013 has entered uncharted territory in terms of the number of people needing help and resources still to be secured, mainly because of the Syria crisis. The Syria Humanitarian Assistance Response Plan aims to help 6.8 million people inside Syria in 2013, and the Syria Regional Response Plan for refugees and affected host communities intends to help another 5.3 million people.

The February—May rainfall was characterized by a late onset and mixed performance throughout the horn of Africa (HoA). Exceptionally heavy rains and the consiquential flooding In western areas contrasted sharply with large rainfall deficits in eastern areas, including the eastern half of Kenya, parts of southern Somalia, northeastern Ethiopia, and northwestern Uganda. These rains led to a generally improved regional food security situation. However, several areas are still in Crisis and Emergency food insecurity situation (IPC Phase 3 and 4respectively).

Oxfam and Save the Children yesterday published a report – titled A Dangerous Delay – on the food crisis in east Africa. It says that thousands of needless deaths occurred and millions of extra pounds were spent because the international community failed to take decisive action on early warnings of a hunger crisis in east Africa.

The importance of preparing for disasters

The humanitarian aid that was provided saved many lives, but we agree that taking action earlier would have saved even more.

Djibouti has now faced six consecutive years of drought and serious rainfall deficit. Although rainfall fluctuations and drought are intrinsic features of the country’s semi-arid climate, the current drought far exceeds normal variation. Since 2007, rainfall has been less than 75% of average, and this has had a direct and life-threatening impact upon the most vulnerable people of Djibouti, particularly pastoralists and rural dwellers.

More than 13 million people in the Horn of Africa are in need of life-saving assistance. While this emergency has made international headlines only in July, when famine was declared in parts of Somalia, country-based pooled funds in Somalia, Kenya and Ethiopia already supported the humanitarian response to address the effects of the drought with US $69.2 million before July. Combined, the three Funds have allocated $108.2 million to this emergency in 2011 (as of 15 September 2011).

In Somalia, the situation is deteriorating with famine declared in six regions and threatening to expand throughout the south. Rates of malnutrition and mortality are increasing, and communicable diseases continue to spread.

The international community, in consultation with the African Union, Regional Economic Communities and national Governments, in response to the situation in the Horn of Africa, and through various on-going efforts and initiatives, has come up with a number of areas of priorities, required to respond the crisis. The funding requirement is currently estimated at US$ 2.481 billion in aid to respond to the drought emergency (This include all other sectors not considered priority in this analysis). Out of this, US$ 1 billion has already been committed so far.

Drought in the Horn of Africa has left 12.4 million people in need of help. While international attention to the emergency has peaked in recent weeks, CERF funds have been addressing the crisis since rainfalls failed at the end of 2010. More than $107 million has been allocated to Djibouti, Ethiopia, Kenya and Somalia this year.

Les différents travaux sur la sécurité des acteurs humanitaires classent la Somalie parmi les contextes opérationnels les plus dangereux du Monde avec l’Afghanistan, le Darfour et, depuis peu, le Tchad.

Le danger est en effet permanent pour les acteurs et ces derniers ont payé un prix élevé pour leur engagement auprès des populations somaliennes. Si le nombre d’incidents a diminué entre 2009 et 2008, passant d’environ 120 incidents sérieux à 70, c’est essentiellement lié à la diminution très forte de la présence des humanitaires sur le terrain.
