The CEA region faces the greatest level of humanitarian need anywhere in the world.

INTRODUCTION

Recurrent drought following several poor rainy seasons has led to food insecurity and widespread malnutrition in the countries of the Horn of Africa region (Eritrea, Ethiopia, Djibouti, Kenya, Somalia and Sudan). The public health and food security situation is poor. Poor nutrition, a rising number of people living with human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/AIDS) and increasing incidence of other infectious diseases all contribute to high levels of morbidity and mortality in the subregion.

Current context

The eastern Africa region continues to experience major disasters, which claim many lives, destroy property and erode the already weak livelihoods of the affected communities. Among the disasters that have been experienced in the recent past within this region, the most common are floods, heavy rains and land slides as well as drought. Similarly, epidemics including RVF, cholera, meningitis, avian flu and malaria are frequent across the divide.

As at 18 December 2007, WFP’s total needs to feed the 83 million people currently targeted for food assistance in 2007 are estimated to be over US$3.4 billion. As 2007 is coming to an end, country offices are now pre-positioning for 2008 requirements.

Rome, 14 December 2007 - IFAD's Executive Board approved more than US$236 million in loans and US$20 million in grants for projects and programmes that will help poor rural people in developing overcome poverty.

The 92nd session of the Board was held from 11 to 13 December at IFAD headquarters in Rome.

The Board also approved US$6.24 million in grants to support agricultural research and development activities in rural regions of poor countries.

Favorable October to February coastal rains are needed to improve the food security and livelihoods of pastoralists in the coastal grazing areas. The onset of the rains was poor, and pastoralists in these areas are starting to move to the inland grazing zones as pasture and water have been depleted. Animal body conditions are already deteriorating, following a poor March/April 2007 rainy season.

LOYADO, Djibouti, November 20 (UNHCR) - The UN refugee agency on Tuesday began the final phase of its voluntary repatriation programme to help some 1,800 refugees return home to Somaliland from neighbouring Djibouti by the end of the year.

A convoy of 13 UNHCR-hired trucks carrying 210 Somaliland refugees set off early Tuesday from Djibouti's Ali Addeh camp and headed the 130 kilometres to the Loyado crossing point on the border with Somaliland, a de facto republic within the internationally recognized borders of Somalia.
