Debby has now been downgraded to a Tropical Storm but is expected to regain hurricane strength and resume a northwest track later today or tonight.

The Government of Cuba has issued a hurricane warning for the north coast of Cuba for the Provinces of Camaguay and Ciego de Avila, and a hurricane watch for the Provinces of Santiago de Cuba and Granma in the south coast. Hurricane warnings remain in effect for the central and southeast Bahamas, the Turks and Caicos Islands and the north coast of the Dominican Republic.

FAO's June Food Outlook report signals a one percent increase in cereal output in 2000, compared to the previous year. However, according to current forecasts, total cereal production will not be enough to cover utilization requirements in 2000/2001 and global cereal reserves will have to be drawn down. If current forecasts materialize, global stocks could fall slightly below minimum safe levels.

The central and western parts of the country were affected by hurricane "Irene" torrential rains and winds in mid-October. A number of victims is reported and mass evacuation of people was effected. Considerable damage to housing and infrastructure is reported, particularly in the capital, Havana, and surrounding areas. Emergency assistance for house reconstruction has been provided by the Government. A preliminary assessment of damage to the agricultural sector indicates that considerable losses have been inflicted to banana plantations, particularly in the Province of Havana.

1. Hurricane Irene crossed Cuba on 14 October 1999, with torrential rains and winds up to 120 km per hour, causing flooding along the western coast of the country. The most affected provinces were Havana, Cienfuegos, Isla de la Juventud, Pinar del Rio, Sancti Spiritus, Villa Clara and Matanzas.
