During this quarter, the TDRP made progress in supporting implementation for the next phase of the African Union DDR Program (DDRCP), maintains its technical and financial assistance provided at the country level in CAR, Mali, DRC, Yemen and continues to monitor events in South Sudan. This report contains brief updates of work undertaken at country level over this second quarter and covers progress made and the key partnership agreements reached with the African Union (AU).
During this quarter the TDRP made significant strides in supporting planning for the next phase of the African Union DDR Program (DDRCP) and has also continued to provide technical and financial assistance at the country level in CAR, DRC, Mali and South Sudan. Knowledge management support has also been provided to Yemen. This report contains brief updates of work undertaken at country level over the last quarter and a more in depth profile is provided of our work with the African Union (AU).
During the first quarter, TDRP activities covered technical assistance, operational and financial support in Central African Republic [CAR], Democratic Republic of Congo [DRC], Republic of Mali and Republic of South Sudan, in addition to the ongoing assistance provided to the African Union [AU] Peace and Security Department in coordination with the United Nations Department of Peacekeeping Operations.

From 13-14 July 2015, the African Union Commission (AUC) convened a methodology workshop on the collaborative assessment of non-state armed groups in Addis Ababa, Ethiopia.
On May 12-13, a workshop on the development of an AU DDR compendium and DDR training manual was convened by the African Union Commission (AUC) in collaboration with the United Nations (UN) and the World Bank (WB) in Addis Ababa, Ethiopia. The workshop brought more than 20 participants, including AU staff from Head Quarters and AU field missions, Regional Economic Communities (RECs), Centers of Excellence, UN and WB representatives.
During the third quarter of FY15, as per the agreed task-team recommendations with the DDR/SALW steering committee AU DDRCP has developed the documentations required to conduct the Non- State Armed Groups study, including terms of reference, draft operational plan is prepared to undertake the study on Non State Armed groups, and a concept note that clearly outlines the objectives and outcomes of the upcoming workshop on NSAGs.
In the second quarter of FY15, TDRP team participated in the South-South DDR Knowledge and Experience Exchange Study Tour held in Kigali, Rwanda. African Union convened a training workshop on DDR in Addis Ababa to support the advancement of DDR efforts in Somalia. TDRP concluded the Pilot Reintegration Project of South Sudan in this quarter. A victimization survey was conducted in Juba, South Sudan in order to explore the operational linkages between DDR programming and violence prevention.
In the first quarter of FY15, TDRP has completed a suite of Key Learning Reports on the work and lessons learned during the Pilot Reintegration Project in South Sudan. African Union held a meeting with the Deputy Chairperson of South Sudan National DDR Commission. TDRP team also provided technical assistance to DRC and Mali in preparing DDR work plan.
In May, TDRP participated in the DDR Meeting in Libya and carried out a DDR mission to Bamako, Mali. TDRP continued its technical assistance as part of South Sudan DDR Programme. TDRP carried out the last implementation support mission to Burundi with a special focus on project closeout in June. A team of TDRP staff and consultants continued work on the ongoing technical assistance to DDR III in DRC.

The World Bank’s Transitional Demobilization and Reintegration Program (TDRP) supported thousands of conflict-affected and vulnerable people in areas of Central Africa ravaged by the Lord’s Resistance Army (LRA) conflict. The pilot project ‘Consolidation of Peace through Empowering Socio-economic Associations’ responded to the urgent needs of the most affected communities with significant results.

Originally hailing from Uganda, the Lord’s Resistance Army (LRA) has morphed into a regional menace over the years. This preliminary assessment covers areas affected since regional military action against the group resumed in 2008. Currently, affected and threatened areas are in the tri-border area of the Republic of South Sudan, the Democratic Republic of Congo, and the Central African Republic.
- Context and Background
The Lord’s Resistance Army (LRA) has inflicted enormous suffering on millions of civilians in several countries of the Great Lakes and Central African regions since it began operating in the 1990s in Northern Uganda. In the 1990s and early 2000s, successive Ugandan People’s Defense Force (UPDF) operations in northern Uganda largely drove the LRA into the Democratic Republic of Congo (DRC), what is now Republic of South Sudan, and Central African Republic (CAR).
