Les initiatives de rétablissement et de construction de la paix prévoient souvent un partage du pouvoir au sein de gouvernements de transition. Le partage du pouvoir garantit la participation de représentants de groupes importants aux décisions politiques, non seulement au sein du pouvoir exécutif mais également dans les domaines législatif, judiciaire, militaire et policier. Pendant une période de transition, le partage du pouvoir entre groupes rivaux limite le risque de prépondérance d'un parti au détriment de la sécurité de tous les autres.

This article summarises the case for mediators giving greater consideration to the economic dimensions of conflicts - particularly those concerning natural resources. It also looks at some of the ways in which mediators might address this issue.

The recent United Nations Environment Programme (UNEP) publication, From Conflict to Peacebuilding - the Role of Natural Resources and the Environment provides some arguments for giving this area greater attention.

The Oslo forum 2009 took place against the background of a new optimism, largely heralded by the new US administration and its emphasis on civility in international relations. After a period of confrontation marked by the 'war on terror' and weakening of mediation efforts, there is now a renewed demand in many areas for diplomacy and negotiation.

Introduction

August 2009 will mark ten years since the signing of the Lusaka Ceasefire Agreement that ended the second Congo war. It also marks the tenth anniversary of the establishment of the UN Mission in the Democratic Republic of Congo (MONUC). Yet, the violence persists at an enormous cost, access to land in eastern DRC remains contested, and control over revenues from natural resources remains in the hands of a few. Armed groups, both foreign and domestic, continue to operate with impunity in the eastern DRC and are the source of much of the insecurity in the region.

H.E. Madam Olubanke King-Akerele, Minister of Foreign Affairs of Liberia, thanked those who made sacrifices for peace in Liberia in a statement to mediators in Oslo, Norway on 16 June 2009.

In her speech, which marked the opening of the seventh Oslo forum meeting of conflict mediators from around the world, H.E. King-Akerele highlighted lessons from Liberia's conflict resolution, or so called peace-making experience. She emphasised the important role of dialogue through negotiation and diplomacy to preserve the nation.

Executive Summary

The African Mediators' Retreat 2009 was co-hosted by the Centre for Humanitarian Dialogue (HD Centre) and the Mwalimu Nyerere Foundation on 24-27 March in Zanzibar. As part of the Oslo forum series - the endeavour of the HD Centre and the Norwegian government to work towards the strengthening of mediation practice - the African Mediators' Retreat 2009 was the second event taking place in Africa.
