Life can be frightening and stressful for pregnant women, new mothers, and families with young children in a large refugee camp such as Nyarugusu, in Tanzania. But vulnerable women, children and families in this camp can rely on the dedicated volunteers and staff of the Tanzania Red Cross Society, which runs a hospital, health clinics, ante- and post-natal support and paediatric services for the camp’s residents and people living in neighbouring host communities.

A. SITUATION ANALYSIS

Description of the disaster

On May 8t 2018 the 9th Ebola Virus Disease (EVD) outbreak in the Democratic Republic of Congo (DRC) was declared by the Ministry of Health. On 1st of August 2018, just one week after the declaration of the end of the Ebola outbreak in Equator province, the 10th Ebola epidemic of the DRC was declared in the provinces of North Kivu and Ituri. Both provinces are among the most populated areas in the DRC and bordering with Uganda and Rwanda.

Despite numerous humanitarian challenges in 2017 in Africa, there were also a number of heart-warming accomplishments. A case in point, was when a local response of Red Crescent teams—and other partners—curbed Somalia's cholera outbreak through the power of local volunteers and shared international expertise. In terms of support to our members, 36 National Societies were able to kick start initiatives that built their capacity through seed grants.

Following the confirmation of Ebola cases in Kashenyi at the shores of lake albert in DRC, 40km from thee landing site in Uganda about 3 weeks ago; and the continued conflict in Beni which has hampered the Ebola control efforts, the WHO risk level of the outbreak spreading to Uganda has been increased from high to very high nationally and regionally, but still seen low globally. This calls for strengthening and scaling up of current interventions.

Executive summary

Governments and aid groups must do more to stop millions being “left behind”.

Millions of people living in crisis may not be receiving the humanitarian assistance they desperately need, a new report from the International Federation of Red Cross and Red Crescent Societies (IFRC) warned today.

The 2018 World Disasters Report says that the fact that millions of people are being left out cannot simply be attributed to a lack of funding for humanitarian action.

Even before the outbreak of Ebola in North Kivu, Democratic Republic of Congo (DRC), communities in this province of over five million inhabitants had already been weakened and rendered vulnerable by an armed conflict that has lasted for 20 years. If this Ebola epidemic is not contained quickly, it will be devastating for those communities. A combination of donor funding for rapid response and availability of specialists willing to take on the challenge—such as Jamie LeSueur, IFRC’s head of Ebola response operation—is essential.

NEEDS ANALYSIS

The humanitarian needs in the DRC have reached alarming proportions. 2017 was one of the most violent years in history. According to the 2017 – 2019 HRP updated for 2018, 13.1 million people (including 7.7 million children) are in need of humanitarian assistance and protection. This constitutes nearly 14% of the total population of the country projected in 2018. The NFI / Shelter Cluster has thus far targeted 30% of people in need in 2018 – i.e. 825,552 persons (43 %) out of 1,930,572 persons in need.

Kinshasa/Nairobi/Geneva, 17 October 2018 – Conflict and insecurity are hampering Ebola responders’ work, raising fear that the outbreak may reach a tipping point that sees the virus to spread to more provinces of the Democratic Republic of the Congo (DR Congo) and neighbouring countries, warns the International Red Cross and Red Crescent Movement.

In response to this, as well as a recent upsurge of Ebola cases in DR Congo, the International Federation of Red Cross and Red Crescent Societies (IFRC) is scaling-up community-level preparedness in four countries.
