2014 Annual Narrative Report of IASC Gender Standby Capacity Project
June 17, 2016 IASC Early Warning, Early Action and Readiness Report for the period June to November 2016. The Report is biannual, with a 6 month horizon. It is the product of a group of Agency analysts. In most cases these individuals work for their respective Emergency Directors. Analysis of preparedness status is provided by OCHA. The Report complements more frequent interaction between RC/HC and the ERC as the IASC system officials accountable for ensuring interagency early action and readiness. This should take place using the IASC Emergency Response Preparedness approach.
KEY AIM: Create a system-wide “culture of accountability”: institutionalization of accountability to affected populations, including Prevention of Sexual Exploitation and Abuse, in function and resourcing within each humanitarian organization alongside system level cohesion, coordination, and learning.
In 2010 the IASC Task Force on Information Management commissioned a review of the usability and actual use of the IASC 'Operational Guidance on Responsibilities of Sector Cluster Leads and OCHA in Information Management' in order to assess whether it satisfies the envisioned goals of the IASC and to suggest adjustments to it if and where needed.
The report notes that knowledge of the emergency situation must be generated for the cluster approach-induced coordination mechanisms to lead to informed decisions.
For decades, the Democratic Republic of the Congo has witnessed high levels of violence and human rights violations in conflicts on the regional, national and local levels. These conflicts have had a particularly heavy impact on the population.
L'approche Cluster a été introduite dans le cadre de la réforme humanitaire en 2005. Elle vise à apporter une assistance humanitaire plus efficace en instaurant un système de coordination sectorielle avec des organisations chefs de file désignées. Depuis 2005, beaucoup d'énergie, de temps et d'argent ont été investis dans la mise en oeuvre de l'approche Cluster aux niveaux global et des pays.

The cluster approach was introduced as part of humanitarian reform in 2005. It seeks to make humanitarian assistance more effective by introducing a system of sectoral coordination with designated lead organizations.
