HIGHLIGHTS

  • Between 20th and 22nd January 2018, some 1,640 new refugee arrivals from the Democratic of the Congo (DRC) crossed to Uganda via Kisoro and Kanungu (1,389) and Lake Albert (251), bringing the total number of new arrivals since 18th December 2017 to 12,306.

The security and humanitarian situation in Kinshasa province continues to deteriorate. On 21 January anti-Kabila demonstrations in the capital resulted in 6 deaths, 65 injured, and some 250 people were arrested.

Cholera cases continue to rise in the province following heavy rainfall since early January: 346 cases and 11 deaths were reported in the two first weeks of 2018.

In the evening of Monday the 18 December 2017, the district of Kanungu, Kisoro and Bundibugyo in Western Uganda, were highly congested with Congolese refugees from the Democratic Republic of Congo fleeing violence. That week was characterised by two major developments: the unexpected surge of arrivals to Kyangwalli Settlement through the Lake Albert route and the arrival of Congolese refugees to Kyaka II settlement. Rwamwanja settlement which used to receive Congolese refugees entering through South west Uganda has since reached its full capacity.

KEY FINDINGS

  • 13 out of a total of 52 villages were deserted (25%);

  • 31 out of 52 villages had water points (60%). In five villages these were non-functional;

  • 52 out of 166 assessed water points are non-functional (31%);

  • 1 out of 13 assessed health facilities was not operating;

  • In order to respond to future disease outbreaks, training was considered top priority, followed by support in increased public awareness, transport capacities and refrigeration;

African countries are divided on the fate of Rwandan refugees within their borders following the expiry of the deadline of the cessation clause that effectively ends their refugee status.

The cessation clause is part of the 1951 Refugee Convention, which allows countries to declare that the reasons that led to people fleeing the country no longer exist, and that all those who fled should be able to return or risk losing their refugee status.

Du lundi 08 au Samedi 13 Janvier 2018, le Chef de la Composante Police de la MONUSCO, le Général Awalé ABDOUNASIR a effectué une tournée dans l’Est de La République Démocratique du Congo, plus précisément à Beni et a Bukavu pour participer aux cérémonies de remises de médailles dans ces deux villes du Nord et du Sud KIVU.

Le Chef de la Composante Police MONUSCO est très fréquent dans cette région en proie à des difficultés d’ordre sécuritaire, pour galvaniser ses hommes en vue de garder une posture de vigilance, au profit des populations.

Au moins 63 personnes auraient en outre été blessées. Il appelle les autorités congolaises à mener des enquêtes crédibles sur ces incidents et à traduire les responsables en justice.

The Secretary-General is disturbed by reports of the killing on Sunday of at least six people during protests calling for the full implementation of the 31 December 2016 political agreement in the Democratic Republic of the Congo. Reports also suggest that 63 people were injured. He calls on the Congolese authorities to conduct credible investigations into these incidents and to hold those responsible accountable.

In an effort to reverse this trend and improve the safety and security of UN peacekeepers, the Secretary-General in November 2017 appointed Lieutenant General (Retired) Carlos Alberto dos Santos Cruz (Brazil) to carry out an in-depth review of peacekeeping fatalities and injuries due to hostile acts.

Description of the disaster

Heavy rains began pouring in Kinshasa province during the night of 3 to 4 January 2018, and continued until 7 January. The water levels of the 5 Rivers2 that cross Kinshasa province rose abnormally and the waters flew out of the river beds, causing flooding, landslide and silting in nine (9) communes of Kinshasa, namely Galiema, Bandalungwa, Selembao, Masina, Limete, Kalamu, Bumbu, Kimbaseke and Ndjili.
