African countries are divided on the fate of Rwandan refugees within their borders following the expiry of the deadline of the cessation clause that effectively ends their refugee status.

The cessation clause is part of the 1951 Refugee Convention, which allows countries to declare that the reasons that led to people fleeing the country no longer exist, and that all those who fled should be able to return or risk losing their refugee status.

Du lundi 08 au Samedi 13 Janvier 2018, le Chef de la Composante Police de la MONUSCO, le Général Awalé ABDOUNASIR a effectué une tournée dans l’Est de La République Démocratique du Congo, plus précisément à Beni et a Bukavu pour participer aux cérémonies de remises de médailles dans ces deux villes du Nord et du Sud KIVU.

Le Chef de la Composante Police MONUSCO est très fréquent dans cette région en proie à des difficultés d’ordre sécuritaire, pour galvaniser ses hommes en vue de garder une posture de vigilance, au profit des populations.

Au moins 63 personnes auraient en outre été blessées. Il appelle les autorités congolaises à mener des enquêtes crédibles sur ces incidents et à traduire les responsables en justice.

The Secretary-General is disturbed by reports of the killing on Sunday of at least six people during protests calling for the full implementation of the 31 December 2016 political agreement in the Democratic Republic of the Congo. Reports also suggest that 63 people were injured. He calls on the Congolese authorities to conduct credible investigations into these incidents and to hold those responsible accountable.

2017 saw the highest number of peacekeeper fatalities through violent acts in over two decades, with 56 peacekeepers killed. In an effort to reverse this trend and improve the safety and security of UN peacekeepers, the Secretary-General in November 2017 appointed Lieutenant General (Retired) Carlos Alberto dos Santos Cruz (Brazil) to carry out an in-depth review of peacekeeping fatalities and injuries due to hostile acts.

Description of the disaster

Heavy rains began pouring in Kinshasa province during the night of 3 to 4 January 2018, and continued until 7 January. The water levels of the 5 Rivers2 that cross Kinshasa province rose abnormally and the waters flew out of the river beds, causing flooding, landslide and silting in nine (9) communes of Kinshasa, namely Galiema, Bandalungwa, Selembao, Masina, Limete, Kalamu, Bumbu, Kimbaseke and Ndjili.

AID TO NEWLY-DISPLACED STEPPED UP

Humanitarian organisations are scaling up assistance to 65,000 people recently displaced by violence in the north-western Ouham Pende prefecture. WFP has expanded assistance to include host families in Paoua, the region’s main town where the displaced have fled to, and increased food rations. IOM and Danish Refugee Council are constructing shelters. Clashes between rival armed groups are ongoing and further displacements are feared.
