Executive Summary

This report analyses the current state of global humanitarian reform efforts from an NGO perspective by synthesising a series of mapping studies carried out between November 2008 and February 2009 that looked at humanitarian reform in five different countries: Afghanistan, the Democratic Republic of Congo, Ethiopia, Sudan and Zimbabwe. Lessons from other contexts are also brought in to strengthen the analysis and provide an overview of humanitarian reform.

Geneva, Switzerland (August 7, 2009) - As the UN Security Council prepares to discuss today how to move forward on its commitment to end sexual and gender-based violence, CARE International outlined 15 immediate, concrete steps the UN must take to help end the abomination of rape in armed conflict.

The United Nations adopted Security Council Resolution 1820, its commitment to end sexual and gender-based violence, in June 2008.

Last year the Today Programme, on BBC Radio 4, highlighted the plight of women living in the Democratic Republic of Congo. As a result CARE received generous donations from listeners and we are now helping women to recover from some of the worst forms of violence.

CARE used the donations to set up a project to help women survivors of rape in Maniema, eastern DRC. These women were identified by local activists from our Wakinamama project, who are already helping survivors of rape to recover.

Dadaab Refugee Camps, Kenya - They were originally built to accommodate 90,000 refugees. Today the population is at 280,000 and is growing by an average of 7000 a month. On World Refugee Day, 20 June, CARE International is calling attention to the urgent needs of the people in the refugee camps of Dadaab, Kenya.

Overcrowding in the camps is placing severe stress on the resources of the region and surrounding communities. UN standards for the treatment of refugees call for 20 litres of water per person per day.
