FOREWORD

The year 2015 marked the 10th anniversary of the Global Shelter Cluster, the inter-agency coordination mechanism for shelter response. During these ten years, coordination has improved in consistency, shelter responses have grown in scale, and there are more people with experience in shelter programming, but people continue to lose their dwellings and be displaced due to conflict and natural disasters. Global humanitarian shelter needs continue to greatly exceed the capacity and resources to respond.

The 2015-2016 El Niño has passed its peak but it remains strong and will continue to influence the global climate. It is expected to weaken in the coming months and fade away during the second quarter of 2016. The World Meteorological Organization states that models indicate a return to an El Niño neutral state during the second quarter of 2016. Meanwhile, strong El Niño conditions are quite likely through March-April. It is too early to predict if there will then be a swing to La Niña (the opposite of El Niño).

DRC: More than 35,000 people have lost shelter in Zongo, Sud-Ubangi, due to forest fires that have been affecting the territory since mid-December. The fires have destroyed over 2,600 hectares of crops. Assistance delivery is hampered by bad road conditions between Gemena and Zongo.

WMO has confirmed reports that a mature and strong El Niño is present in the tropical Pacific Ocean. International climate models suggest that the 201 5/2016 El Niño will strengthen further before the end of 2015 and become one of the strong est El Niño events in the past twenty years.

April 6, 2014 (YAMBIO) – The United Nations refugee agency (UNHCR) has completed distributing non-food items to wildfire victims in South Sudan’s Western Equatoria state.

Those affected were refugees from Democratic Republic of Congo (DRC) and host communities. The 15 February fire gutted areas in Naandi, Mangbangauo, Degere and Diabio payams (districts), destroying homes, personal items and gardens.

Commodity price hikes due to climate events will hit the neediest countries

With global wheat prices expected to spike following an export ban in Russia due to fires destroying millions of hectares of crops, a new study measuring global food security has identified the food supplies of Afghanistan and nine Africa states as the countries which are most at risk and vulnerable to rising costs.

The Food Security Risk Index 2010, released by risk analysis and rating firm Maplecroft, evaluates the risks to the supply of basic food staples for 163 countries.

More than 10,000 people have been forced to evacuate their homes in San Fernando Valley and other areas in California where raging wildfires continue to burn. Gusty winds and high temperatures have kept the fires blazing creating a swath of destruction in recent weeks.
