Africa Initiative Program: Insecurity Persists in Ituri end 2004
The current fighting in North Kivu is a stark reminder that the setting up of the Transitional National Government (TNG) in the capital of Kinshasa in June 2003 has still done little to end the conflict in the Eastern part of DRC. Politicians in Kinshasa have pledged their support to political process while continuing to support military solutions to the unresolved problems in both the Kivus and Ituri. It is unlikely that the planned national elections will resolve this crisis.
- This report provides an update of activities carried out under the Multi-Country Demobilization and Reintegration Program (MDRP) since the time of the previous quarterly progress report (July to September 2004). The report is organized by the four main components of the MDRP, namely: (i) national demobilization and reintegration programs; (ii) special projects; (iii) regional activities; and (iv) overall program management. The box below provides a snapshot of the quarter's main activities under the program.
The IRC's Impact
In 2004, IRC humanitarian aid programs restored hope and opportunity for more than 15 million conflict-affected individuals around the world, and millions more were helped by the 5,600 local organizations and community groups that the IRC supports. Here's a look at some of the IRC's most recent achivements:
- More than 4.3 million people gained access to clean water and sanitation through our environmental health programs.
New troops from India and Pakistan are headed to the troubled Kivus in the Democratic Republic of the Congo (DRC) to join the United Nations peacekeeping mission (MONUC) there.
The deployment, which began in November, consists of two new brigades, one from each of the South Asian countries. An 850-strong battalion from India is destined for North Kivu, while 892 troops from Pakistan will go to South Kivu, both on the DRC's volatile eastern border.
Humanitarian organisations have begun the delivery of much-needed assistance in the Territory of Lubero, where up to 200,000 people have been affected since fighting broke out between the FARDC and mutinous elements of the ex-ANC on December 11.
The Office of Transition Initiatives (OTI) helps stabilize and revitalize war-torn communities in the Democratic Republic of the Congo (DRC) by facilitating community-level reintegration of war-affected youth and increasing broad awareness of key transition issues. OTI's objectives are achieved through its Synergie d'Education Communautaire et d'Appui à la transition (SE*CA, pronounced "C'est ça!") program.

GOMA, 30 December (IRIN) - Few of the estimated 100,000 people displaced by fighting earlier this month in the province of North Kivu, east of the Democratic Republic of Congo (DRC), have received humanitarian aid.
"An aid convoy was sent on Wednesday to the towns of Kanyabayonga and Kayina," Horeb Bulambo, the spokesperson for Save the Children in Goma, told IRIN.
"But this is only the preliminary phase as we continue gathering data on the humanitarian need," he said.

Joint U.N.-Congolese Disarmament Operations Must Protect Civilians
(New York, December 29, 2004) - The United Nations peacekeeping force in the Democratic Republic of Congo and the Congolese army must ensure that civilians are protected during operations to disarm rebel Rwandan armed groups in eastern Congo, Human Rights Watch said in a briefing paper released today.
The 15-page briefing paper details how threats of incursions and reported attacks by Rwandan government forces in the Congo have increased pressure on the U.N.
