Foreword

In 2018, the crisis in the Democratic Republic of the Congo (DRC) drastically worsened, spreading to previously unaffected areas and impacting the Great Lakes region. The ongoing conflicts across much of eastern and central DRC continue to cause significant displacement, damage to property and tragic loss of human life.

OVERVIEW

This report compares current humanitarian crises based on their level of humanitarian access. Affected populations in more than 40 countries are not getting proper humanitarian assistance due to access constraints. Out of 44 countries included in the report, nearly half of them are currently facing critical humanitarian access constraints, with four countries (Eritrea, Syria, Venezuela, and Yemen) being considered as inaccessible. Moderate humanitarian access constraints are an issue in eight countries, and 15 face low humanitarian access constraints.

MESSAGE FROM THE PRESIDENT

As wars dragged on in many parts of the world, huge numbers of people struggled to meet even their most basic needs in 2017. In the absence of political solutions, these people seem destined to endure even more violence in the coming year. If humanitarian organizations cannot rise to the challenge and provide greater relief and protection, even more people could suffer.

2017 was unprecedented in terms of the scale of disasters and conflicts that left millions of people in need. Despite the United Nations repeated calls on parties to conflict and Member States to protect civilians, and to stop direct and indiscriminate attacks on civilians and their vital infrastructure, many warring parties continue to flagrantly violate international humanitarian law with impunity.

06 Feb 2018 description

DRC

Intercommunal clashes continue to drive displacement and protection concerns across the country. This week, some 10,000 people were reported displaced in Pweto, Haut-Katanga. At least 2,500 people were displaced in Djugu, Ituri.

Conflict has affected civilians in Mweka, Kasai. In addition, clashes between FARDC and armed groups are also driving humanitarian needs and displacement in Nord- and Sud-Kivu, and to neighbouring countries.

Il couvre la période du 20 octobre 2017 (date de la déclaration de crise L3 au niveau du Système des Nations Unies) au 31 décembre 2017. KEY FINDINGS

  • 13 out of a total of 52 villages were deserted (25%);

  • 31 out of 52 villages had water points (60%). In five villages these were non-functional;

  • 52 out of 166 assessed water points are non-functional (31%);

  • 1 out of 13 assessed health facilities was not operating;

  • In order to respond to future disease outbreaks, training was considered top priority, followed by support in increased public awareness, transport capacities and refrigeration;
