Violence in the Central African Republic has sparked a cross-border migration of more than 20,000 refugees into the Democratic Republic of the Congo (DRC). Many settled in spontaneous sites along the bank of the Ubangi River.

In March, the American Red Cross deployed one disaster management specialist, Colin Chaperon, to lead the Red Cross Field Assessment and Coordination Team. This multi-national team worked closely with the local Red Cross to support assessments and response planning to assist refugees who are now living in the DRC.

WASHINGTON, March 10, 1997 - As refugees in Eastern Zaire flee the latest advance of Alliance troops, the Red Cross is
deeply concerned about the fate of at least 200,000 people extremely weakened by being constantly on the run from the
advancing frontlines of the conflict. The rapid change in the frontlines has made it difficult for relief agencies to provide
assistance to the fleeing population; however, Zairian Red Cross workers in Kisangi, the new frontline, remain on the scene to
provide assistance to 5,000 displaced Zairians.

Tanzania
An estimated 300,000 Rwandan refugees left their camps in northern Tanzania, where they have lived for the last two and
half years. Contrary to an anticipated repatriation back to Rwanda, the refugees are heading east into central Tanzania,
away from the Rwanda-Tanzania border. Reports indicate that camps such as Lumasi (pop. 110,000) and Musuhari
(pop. 78,000) are empty, while the biggest camp Benaco (pop. 195,000) has half its residents remaining. It is unsure

Rwanda

In the three weeks since an estimated 600,000 Rwandan refugees suddenly returned to Rwanda, the Red Cross has
been providing emergency food, water, and medical assistance to the returnees along the road and in their
communes. Longer-term rehabilitation and reconstruction programs are being designed. These programs will include
continued food distributions, seed and tools supplies, shelter construction, water and sanitation, and community based

seeks access to the large numbers who are reported to be moving westward further into Zaire. Access to the refugees is
